Unified Carrier Registration

iStock 000016412671SmallTxDMV works with domestic and international partners to ensure the safe transit of motor carriers in and through Texas. The federal Unified Carrier Registration (UCR) Agreement requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business with TxDMV and pay an annual fee based on the size of their fleet. If you operate a truck in interstate or international commerce, the UCR Agreement applies to your business. With regard to interstate and international operations, provisions of the UCR affect the following:

  • Motor carriers
  • Motor private carriers
  • Freight forwarders
  • Brokers
  • Leasing companies

Register or Renew your UCR

Register using one of the methods listed below. You must have a valid USDOT number before you begin.

  • Register through the online system (now mobile device enabled) operated by the State of Indiana at http://www.ucr.in.gov
  • Fax your Unified Carrier Registration Form with your credit card payment information
  • Mail your Unified Carrier Registration Form with a check, money order, or credit card information

Online registration is faster and it is highly recommended that you register on the national UCR online system hosted by the Indiana Department of Revenue. Go to http://www.ucr.in.gov and follow the computer prompts. The system is now enabled for smart phones.

Note: If you operated in 2015 and/or 2016 and did not register, you must complete the appropriate year application(s) online, by fax or mail and send to our office with your payment. Roadside enforcement of UCR requirements starts Jan. 1 each calendar year.

Fees & Payment

The UCR fee is determined by the number of motor vehicles (excluding trailers) last reported by the carrier to the Federal Motor Carrier Safety Administration (FMCSA).

For purposes of determining fees, a commercial motor vehicle is defined as a self-propelled vehicle used on the highways in commerce, principally to transport passengers or cargo if the vehicle:

  • has a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds, whichever is greater;
  • is designed to transport more than 10 passengers, including the driver; or
  • is used in transporting hazardous materials in a quantity requiring placarding.
Fleet Size (Excluding Trailers) Fee per Company
0 - 2 $76
3 - 5 $227
6 - 20 $452
21 - 100 $1,576
101  -1,000 $7,511
More than 1,000 $73,346

Companies operating solely as brokers, freight forwarders or leasing companies are required to register and pay a fee of $76.
