The Recovery Accountability and Transparency Board was a non-partisan, non-political agency created by the American Recovery and Reinvestment Act of 2009 with two main goals:

• Provide unprecedented transparency of ARRA funds
• Detect and prevent fraud, waste, and mismanagement of ARRA funds

The Board, consisted of a Chair and  11 Inspectors General, managed Recovery.gov, which publicly displayed accurate and timely data about ARRA awards and funding, data relative to Hurricane Sandy funding, as well as the Board's oversight activities around ARRA, Hurricane Sandy and other federal funding.
