On Monday we celebrate Labor Day, a national holiday established by Congress in 1894 to recognize all of the contributions hard-working men and women have made to the strength, growth, and well-being of our great country.

This Labor Day, know that your hard work is very much appreciated and never goes unnoticed by USACE leadership, the Army and the American people. No matter what your role is in our organization, YOU are a critical part of our efforts to bring value and support to the Nation.

Traditionally, Labor Day marks the unofficial end of summer. Whether spending time with family, enjoying a parade with friends or recreating outdoors, please do so safely. If you are planning to travel, be mindful of the importance of safe driving practices. Remember driving requires your full attention. Please be sure to avoid distractions such as adjusting your GPS, eating or drinking and talking on the phone.  Reduce your stress by planning ahead and giving yourself plenty of travel time. Most importantly, wear your seat belt at all times - as a driver or passenger.

As you enjoy your long weekend, please take a moment to remember our Soldiers and Civilians who are currently deployed around the world. It is their selfless service and sacrifice that ensures our freedom and way of life.

Last week, the Nation reflected on the 10 year anniversary of Hurricane Katrina. Over the past ten years, the Corps has made a commitment to engage with every resource available to deliver a remarkable risk reduction system for the people of Southeast Louisiana. Today, the greater New Orleans area has a 133-mile perimeter system comprised of integrated levees, floodwalls, gated structures and pump stations. However, our work is not yet done. The commitment we made to the city of New Orleans and the Nation is ongoing and we will continue to work together with our local, state and federal partners to help rebuild and accomplish our mission.

Whatever activities you have planned this holiday, please remember to be safe, relax and prepare to close out another great fiscal year. Again, thank you for what you do every day for the Corps and the Nation.

Today’s town hall meeting with Chief of Engineers Lt. Gen. Thomas Bostick began with what is perhaps the most gratifying duty for a commander: rewarding exempla...ry performance. De Flury medals, an award of the U.S. Army Engineer Association that recognizes Soldiers and civilians for outstanding service, were presented to: Stephen Buechi; Matt Snyder; Andrew Hannes; Kelly Maccarone; Mark Schwab; and Joan Sparacino. A “Commander’s Award for Civilian Service” went to Joshua Unghire, while Diane MacPherson garnered a U.S. Army Certification Lean Six Sigma Green Belt.

Since Lt. Gen. Bostick was in Buffalo District to get a briefing on the district, he also felt it incumbent upon him to talk about some of the important matters swirling around Washington, DC. Both the political and fiscal environment is about as tough as he’s seen it, he offered, with sequestration looming in the not too distant future. IF the latest round of sequestration cuts hits in October, we will have time to plan for their implementation, but as the Corps of Engineers is project funded, our impacts will be different—we are “in a pretty good place,” Bostick said.

Bostick also related that no matter where he travels in the world, especially in the People’s Republic of China, the Corps of Engineers is respected for the work it does, and even more, serves as a model.

During the question and answer session at the end of the town hall meeting, Lt. Gen. Bostick was asked when the time came to pass the torch to the 54th Chief of Engineers, what he thought his legacy would be. The general could have given a “Look-on-my-works-ye-Mighty-and-despair!” answer out of Shelly’s poem “Ozymandias.” But he did not. Instead, he reflected back on his seven years as Deputy Chief of Staff, Personnel, responsible for developing, managing, and executing manpower and personnel plans, programs, and policies for more than 1 million Soldiers and 300,000 Civilians in the Army. It taught him to value people more than anything else: how we recruit, train, retain. “People are our greatest resource,” he said. So, while we need to think of the future of the Corps of Engineers as an institution, we need to be cognizant that the future rests on the character and quality of those who will take over when we have left and carry on.

The project partnership agreement between the U.S. Army Corps of Engineers and the Village of New Boston will continue the ongoing work of the Combined Sewer System Improvements construction project. The Federal share of thi...s Section 594 Environmental Infrastructure Program project has been allocated $1 million.

The Project falls under the Section 594 Environmental Infrastructure Program and will complete the efforts to reduce environmental impacts to the community during storm events and comply with Federal regulations. Since its inception, the Section 594 Program has provided over $129 million in Federal funding to improve water and wastewater infrastructure in Ohio.

“The U.S. Army Corps of Engineers is pleased to partner with the Village of New Boston in this project that will have lasting positive impacts in this community,” said Corey Weaver, project manager.

416th Theater Engineer Command added 9 new photos.

These multi-million dollar infrastructure projects will serve to improve the standard of living and modernize training areas for thousands of Soldiers who train... there year round.

"The real benefit for us is the expediency of having somebody on site collecting the information, validating the information with us, and not having to contract it out," said Greg Vallery, director of Fort Hunter Liggett DPW.

He said that incorporating Army Reserve Soldiers for such projects saved the Federal government in excess of $100,000 to contract civilians to perform the same work.

Navigational hazards can come in all shapes and sizes.

So was the case Aug. 27 as crew members from the M/V Raccoon and Safe Boat, San Francisco District, US Army Corps of Engineers debris-removal vessels, responded to a call from the National Oceanic and Atmospheric Administration to tow away a 30-foot whale carcass found floating in the Oakland Estuary.

With the whale stuck under a dock at Mariner Square Marina in Alameda, crew members from the Safe Boat worked to hook the... carcass and drag it out into open water where the M/V Raccoon, a much larger and powerful vessel, could tow it across the Bay to an undisclosed location on Angel Island.

“It will be left there to decompose naturally,” said Marty Plisch, chief of Navigation Branch, who operated the Safe Boat during the early morning mission.

Exactly how the whale died remains undetermined until a necropsy is performed by scientists from the Marine Mammal Center in Marin, but clues, such as deep lacerations on the whale’s body, suggest it was struck by a large ship moving through the Bay.

“It is assumed the whale was brought in on the bow nose cone of a container ship and slipped while the vessel was turning in the turning basin,” said Derrick Dunlap, deputy chief of SPN’s Operations and Readiness Division.

Buckhorn Lake - Louisville District, U.S. Army Corps of Engineers has Monarchs!!
The last two springs, Park Rangers and volunteers have worked to put in a butterfly garden around the Buckhorn Campground tollhouse. Specifically, they were hoping for Monarch butterflies. Monarch populations have plummeted over the last decade due to habitat loss and pesticides affecting the amount of milkweed plants available to them.
Here is their success story! Last year they had monarchs visit their garden and lay eggs but the caterpillars didn't survive to adulthood. This year they have a whole group of large monarch caterpillars happily eating on their three different types of milkweed plants.

Newt Graham Lock and Dam 18 is a Tulsa District, U.S. Ar...my Corps of Engineers project. Primarily constructed for the improvement of the Arkansas River and its tributaries for commercial barge traffic, it also offers recreation and resource opportunities.

Newt Graham is the farthest upstream structure on the MKARNS. The Lock 18 pool offers 24.8 miles of navigable waters between the lock and the Tulsa Port of Catoosa.

In an average year, 13-million tons of cargo is transported on the McClellan-Kerr Arkansas River Navigation System by barge. Products shipped on the river include sand and rock, fertilizer, wheat, raw steel, refined petroleum products and sophisticated petrochemical processing equipment.

The U.S. Army Corps of Engineers, Headquarters operates and maintains about 25,000 inland and intracoastal waterways for commerce in 41 states.
