The 20th session of the Conference of the Parties and the 10th session of the Conference of the Parties serving as
the Meeting of the Parties to the Kyoto Protocol will be held from 1 to 12 December. COP 20/CMP 10 will be hosted
by the Government of Peru, in Lima, Peru.

Interactive map of pre-2020 emission reduction targets and actions

In 2009 and 2010, the climate change negotiations continued to address the
urgent need to reduce emissions. In line with their leadership role, industrialized countries
committed to implementing quantified
economy-wide emissions targets for 2020. Developing countries agreed to craft Nationally Appropriate Mitigation Actions
(NAMAs) that are in line with their national development objectives. Through NAMAs,
developing countries aim to reduce their emissions below business as usual by 2020.

Participate in the first Multilateral Assessment
|
The first round of the newly established multilateral assessment (MA) will be conducted at
the Climate Change Conference in Peru, Lima at the beginning of December. The assessment
process offers a unique opportunity to engage all countries to assess how developed countries
are implementing actions to reduce emissions.
A total of 17 developed countries will be assessed. Countries had the opportunity up to 30
September 2014 to raise and register questions, specifically on how these 17 developed
countries are progressing towards their economy-wide emission reduction targets.
As of 1 October 2014, 14 countries that are Parties to the Convention, including the EU which
represents 28 countries, have submitted over 250 questions through the UNFCCC
secretariat’s online Multilateral Assessment Portal.
The answer period, which spans from 1 October to 28 November 2014, is now open to the
countries being multilaterally assessed. During the answer period, countries will endeavour
to respond to the submitted questions.
Responses will be made available on the UNFCCC website prior to COP 20 in Lima, Peru.
While the questions varied, all countries being multilaterally assessed received one or more
questions regarding their quantified economy-wide emission reduction targets. All questions
submitted by 1 October 2014 pertained to one of the following categories:
- All emissions and removals related to its quantified economy-wide emission reduction
target;
- Assumptions, conditions and methodologies related to the attainment of its quantified
economy-wide emission reduction target;
- Progress towards the achievement of its quantified economy-wide emission reduction
target.

Implementation Updates

TEC workshop on national systems of innovation
On 13-14 October in Bonn, Germany, the Technology Executive Committee (TEC) held a workshop on
strengthening national systems of innovation in developing countries, bringing together
Parties, observers and leading technology experts to consider this key climate technology
matter. The workshop was a component of the TEC’s work on enabling environments and
barriers to technology development and transfer. The outcomes of this workshop will be
considered at the next meeting of the TEC (in March 2015), where the topic of enabling
environments and barriers will be taken forward. Further information, including workshop

4th meeting CTCN Advisory Board
The Advisory Board of the Climate Technology Centre and Network (CTCN) held its 4th meeting
from 8-10 October in Copenhagen, Denmark. Issues on the agenda included an update on CTCN
activities, CTCN budget and financial situation and feedback from meetings with donors.
The CTCN is open for business since December 2013 and 15 institutions have joined to
date. As of September 2014, total CTCN contributions have reached USD 32.4 million. However,
Board members stressed the need to ensure sufficient funding beyond CTCN’s initial 3
years of operation. Discussions between UNEP, UNIDO and the GEF have culminated in the approval
of USD 1.8 million from GEF-5 funds to the CTCN. More information here.

Two regional workshops on preparing BURs from non-Annex I Parties
The Consultative Group of Experts on National Communications from Parties not included in Annex
I to the Convention (CGE), with the assistance of the secretariat, conducted two regional
training workshops on the preparation of biennial update reports (BURs) from non-Annex I
Parties: for the Latin America and Caribbean region in Panama City, Panama, from 16 to 18 July
2014, and for the Asia-Pacific and Eastern European regions in Yerevan, Armenia, from 8 to 10
September 2014. The workshops aimed to enhance the capacity of national experts from non-Annex
I Parties in using the UNFCCC biennial update reporting guidelines for Parties not included in
Annex I to the Convention and raise awareness on the international consultation and analysis

Meetings of the COP 20/CMP 10 Presidency-Designate 21 October 2014
21 October 2014
The COP 20/CMP 10 President-Designate, Mr. Manuel Pulgar-Vidal attended the October sessions,
speaking at the opening meeting of the ADP and at the Bureau meeting. The COP 20/CMP 10
Presidency-Designate is meeting bilaterally with Parties and Groups to hear views and ensure
smooth progress in preparation for the Lima Conference.

Opening address by incoming COP 20 President Manuel Pulgar-Vidal

The opening of the Bonn Climate Change Conference was honoured by the presence of Mr. Manuel
Pulgar-Vidal, Minister of State for Environment, Peru. Mr Pulgar-Vidal addressed delegates and
encouraged them to work constructively at the October session to prepare the substantive
outcomes that will be considered at the Climate Change Conference to be held in Lima, Peru in
December 2014.

Ministerial Dialogue on the Durban Platform for Enhanced Action 6 June
2014
The COP 19/CMP 9 President, Mr. Marcin Korolec and COP 20/CMP 10 President-Designate, Mr.
Manuel Pulgar-Vidal co-chaired the High-level ministerial round table on the Durban Platform
for Enhanced Action to provide political guidance to the process for a strong agreement in 2015
informed by science.
