Ruth Eakin Theatre and Hancock Park Pavilion is $50.00 and the Hancock Park Pavilion and Ruth Eakin Theatre deposit is $75.00.

3. Why is a deposit required to rent the facilities?

The deposit fee is refundable provided the facility is clean and the agreement for use of the facility has not been breached.

4. Can facilities be rented for longer than one day at a time?

Rates for rentals that extend beyond one (1) day will be determined by the City Council on a case-by-case basis.

5. Can I camp in the Park?

No camping is allowed in the Park by City Ordinance unless a special permit is obtained. Please contact Micky Tower, (512) 556-6831, regarding obtaining a special permit.

Departments-Animal Shelter

1. How do I surrender my animal?

Citizens in the City of Lampasas or Lampasas County may surrender any animal that they can no longer keep in their possession. There is no fee to surrender an animal; we just ask that you bring all medical records for that animal with you. Please keep in mind that all dogs and cats over 16 weeks of age are required to have a current rabies vaccination at all times. If your animal is not current on its’ Rabies Vaccination, we strongly recommend having that done before you bring the animal in. All livestock must be approved by the Shelter Supervisor before it can be surrendered. The owner of the animal must bring the animal in to sign the surrender form, and must be over the age of eighteen. Once you surrender the animal, it will become the property of the Shelter and will undergo an adoption evaluation. We cannot make any promises regarding the animal’s outcome and cannot call to notify you if we make the decision to euthanize the animal.

2. How do I reclaim my animal from the shelter?

If we have one of your animals, please let us know as soon as possible. If you are not planning on reclaiming your animal, please come by and fill out a surrender form so that your animal can begin looking for its’ new home. Animals on impound are held for three days if not wearing any identification and for five days if wearing identification (identification would include a rabies tag, a personalized tag, or a microchip). Proof of ownership is required to reclaim any animal, and a current rabies vaccination must be provided on all dogs and cats. After the Impound period is complete, the animal becomes the property of the Shelter, and the animal will undergo an adoption evaluation.

3. How do I adopt an animal from your shelter?

All adopters must complete an adoption application before they will be allowed to meet any of our animals. We do not allow the general public into our kennel except during special events. This is to limit the spread of disease and allow us to have healthier animals available for adoption. We cannot guarantee the health of any of the animals we have available for adoption. We do not have a Veterinarian on staff, but we are trained to watch for signs of illness. We will be completely honest with any illness or behavior issues we notice in any the animals we have up for adoption. We will also try our best to explain the breed’s activity levels to ensure that this animal is a good fit for your lifestyle.

Our dogs have not been tested for heartworms. 4. How do you determine if an animal is adoptable or if it will be euthanized?

Once an animal has completed its impound time or is surrendered by its’ owner, it will be placed up for adoption, sent to one of our rescue partners, or will be humanely euthanized. If an animal does not meet our adoption criteria, it will not be placed up for adoption through our shelter. The animal will either be sent to one of our rescue partners or it will be humanely euthanized. In balancing the welfare of the animals with our responsibility to the public we recognize that not all animals are suitable for placement. When the difficult decision is made to end an animal’s life, we perform compassionate euthanasia.
For an animal to meet our adoption criteria it must NOT:
Show aggression to other animals beyond what we think is reasonable
Show aggression to people
Have a medical problem that requires immediate medical attention

7. What is your hold time on animals before they are euthanized?

We do not have a set hold time on any animal. It is all on a case by case basis. We have housed some animals for over 6 months. It all depends of the health and temperament of the animal.

Animals on Impound are held for three (if animal is not wearing any identification) to five (if animal is wearing identification) days for owners to reclaim. After that time, the animals are evaluated for adoption.

8. Do I have to spay/neuter the animal I adopt from this shelter?

Yes, it is required per the contract and Lampasas City Ordinance, it is a Class C misdemeanor, a fine up to $500, for failure to complete and return proof to the shelter.

9. Do you accept donations?

Yes. Our donation wish list can be found on this site. You can also make cash, check, or credit card donations at the shelter during business hours. You can also make donations that are tax deductible to our nonprofit group, Friend of Lampasas Animal Shelter. All money collect by the friends group goes directly to the care of the animal in this facility.

Yes, but there is no fee for the permit provided you are selling fruits and vegetables you have grown.

2. How much is a Peddler/Vendor/Solicitor Permit and how long is it good?

The fee is $25.00 and the permit is valid for 60 days from the date of issuance, unless otherwise terminated or revoked.

3. Is there any time of day that I can not conduct my peddling/vending/soliciting activities?

Peddling, solicitation, and vending activities are only permissible between the hours of 8:00 a.m. and 8:00 p.m., seven days a week.

4. How long does it take to get a Peddler/Solicitor Permit?

Generally, a permit can be issued within 30 minutes. However, depending on the number of individuals listed on the application, workload, and unforeseeable circumstances it could take 24 hours or more.

5. How much does it cost to rent the Hancock Park Pavilion?

Commercial use is $200 per day with a $75 refundable deposit. Non Commercial use is $100 per day with a $75 refundable deposit.

6. How do I reserve the Hancock Park Pavilion and how much notice do I need to give?

Contact the City Secretary's Office at 556-6831 or 312 E Third. The Pavilion is rented on a first come first serve basis. Reservations can be made up to six months in advance.

1. How can I obtain a copy of the police or accident report?

2. What forms of payments do you accept?

You may pay with cash, money order, or cashier's check. The court does NOT accept personal checks for the payment of fines.

3. May I mail in my payment?

You may mail in a money order or cashier's check for payment of your citation, make the money order payable to the City of Lampasas. Clearly indicate name, mailing address (including city, state, and zip code) and the case or citation number on the payment. Include your copy of the citation with the payment. A handwritten plea that includes a signature and date is acceptable and strongly suggested, along with at copy of the defendant's driver's license or state issued identification card. A payment received through the mail without a plea or other indicator will be recorded as a plea of no contest. Your payment must be postmarked by your appearance date noted on the citation to avoid the issuance of an arrest warrant. You may also pay your payment in person Monday through Friday between the hours of 8 a.m. to 4:30 p.m.

4. If I pay my citation or request defensive driving before the court date, do I still need to come to court?

If you made disposition of your case(s) prior to your required appearance date, you need not appear on your court date. It is, however, your responsibility to confirm that you have properly disposed of your case.

5. Should I assume that the court knows that I received more than one violation on my ticket?

The court handles each offense that you have been charged with individually. If you were charged with more than one violation, the law requires you to respond to each one individually. If you do not dispose of each one individually, a warrant may be issued for your arrest.

6. Can I call the Municipal Court and find out how many warrants I have outstanding against me in the State Of Texas?

The Municipal Court can only talk to you about the cases filed against you in Lampasas Municipal Court. To find out about other charges, you must contact the court of jurisdiction in each specific case.

Children under 9 must be accompanied by an adult.

Floating devices for infants must have bottom support straps. Children with water wings must have parent within arms-length.

5. If I leave the pool may i come back in?

Yes, we will stamp your hand with our "letter of the day" so you may re-enter with no charge.

6. What food and drinks are allowed at the pools?

Hanna Pool - Water, juice, and fruit are allowed. You and your family may picnic in the park outside of our gates and re-enter to finish your day of swimming.
Hancock Pool - Outside food and drinks are allowed. Families may picnic in the park or inside the gate.

The P.D. will attempt to unlock your car, but may have to refer you to a locksmith or auto dealer if the officer is unable to. This is a free service.

5. What is the curfew for teenagers?

Young adults age 16 and under can not be on the city streets or in public after 11:00 PM on Monday through Thursday nights or after 12:00 midnight on Friday or Saturday nights with a few exceptions (contact police for details).

7. Do you have House Watch?

Yes. The Lampasas Police Department has House Watch and extra patrol. To place a residence on House Watch, or extra patrol, the citizen can either call the dispatcher or come into the the Police Department to fill out the House Watch Form.

8. Is it against the law to use a cell phone while driving?

No. However, any distractions while driving could cause an accident.

We provide services regarding stray animals, animal bites, public education, nuisances, barking / odor, loose livestock, animal cruelty, injured animals, and picking up deceased animals.

Please provide a brief description of the animal, location or where it was last seen, and any other information that may be helpful.

3. Is my pet required to be vaccinated for rabies?

Your pet is required by law to be vaccinated for rabies as well as having a registration tag. Having your cats and dogs vaccinated by a licensed veterinarian will prevent your pet from becoming infected with any deadly and contagious disease. Put identification and rabies tags on your pet. This will help identify your pet in case of injury or loss.

4. Does the City of Lampasas have City Ordinances to prevent dogs from running loose?

The City of Lampasas has City Ordinances to prevent dogs from running loose and endangering themselves, other animals or the public. Keep your pet confined to your property by fence, rope, chain, kennel or on a leash.

4. I want a security light by my house, what do I need to do?

Call City Hall at 556-8315 to set up a time when the City can meet with you to see if a light can be installed and get information on the installation fee and monthly charge.

5. I have trees in my electric lines, can I cut them out?

Play it safe, contact City Hall at 556-8315 or after hours call Police Department at 556-3644 and give them your information and let us check it out before you touch take care of it.

1. How much does it cost to connect utilities?

The minimum deposit for water / wastewater is $75, while the minimum for electricity is $125. Deposits are subject to increase based upon past credit history. There is also a connect fee (non-refundable) of $20. The total minimum due is $220.

2. Do I have to put up deposits if I have had service before?

Yes, in most cases the deposit you had previously was applied to your last bill and new deposits will be required for the new address.

3. Do you accept letters of credit in lieu of deposits?

Yes, LPU (Lampasas Public Utilities) does accept letter of credit from a utility company (water, electric, or gas) for the last twenty-four (24) months, with no more than one delinquency.

4. What are your hours?

The utility office is open from 7:00 am to 4:30 pm, Monday through Friday (except for designated holidays). Telephone inquires can be handled until 5:00 pm. The office is not open on weekends, and we do not schedule any connects or disconnects for those days.

5. Can I connect my utilities over the phone?

No, connections for service can be done at the City Administration Building located at 312 E Third, Lampasas, Tx. For the protection of our customers, no service requests will be processed over the telephone.

6. Can I pay my bill with a credit card?

Yes, we accept Visa or Mastercard either in person or over the phone. Customers can also pay their bills online at www.cityoflampasas.com

7. Does the utility office accept check payments over the phone?

No, LPU does not accept check by telephone.

8. Can I process my paperwork at the drive-through window?

No, the drive-through window is for payments only, no other business will be conducted at that location.

9. If I am out of town and cannot make it into City Hall, can I send someone in with my information to do my connect for me?

Yes, you must send a form with them that has your signature on it giving them permission to connect/disconnect utilities in your name. You must also send a copy of your driver's license.

10. I have moved out, how do I get my name off a joint account?

LPU would need a form from you stating that you want your name off the utility account and you are relinquishing the deposits to the person who is still on the account. LPU can provide you with this form.

11. I have recently gotten married, how do I get my name changed on my account?

LPU will need to make a copy of your marriage license to place in your file. Once a copy is received, we will change the name on the account.

12. I have recently gotten divorced. How do I get the account changed to reflect the divorce decree?

LPU will need to make a copy of the items in the divorce decree that relates to the utility account. Once that is received, the account will be changed to reflect the orders of the divorce decree.

13. I have already moved out of town and need my utilities cut off, can I request this service over the telephone?

No, LPU does not process any connects or disconnects over the telephone. You can send us a letter, which needs to include a forwarding address, stating that you would like the utilities cut off or we can fax you a form fill out, sign, and return to us. Both of these will be accepted either by mail at 312 E Third, Lampasas, Tx. 76550 or by fax at 512-556-2074.

14. Can my deposits be billed on my first bill?

No, deposits have to be paid in full before service will be connected.

15. What happens to my deposit on my account when I disconnect service?

Deposits stay on the account until the account is disconnected. Once the account is disconnected, the deposit is applied to the final bill. You will be notified if there is any money left to be refunded or you will receive a bill for the amount left that the deposit did not cover.

16. Do I have to put up a new deposit to transfer my utilities?

Any current deposits you have on the account will transfer over to the new account. However, you may have to add more deposits to your account depending on the service you are requesting and your past credit history.

17. Do you have a plan where you can average your bill?

No, the City does not average the utility bills.

18. Can I put the utilities in my name for someone else?

No, LPU strongly advises against allowing someone to connect under your name. The LPU utility policy states that the person who is living at the address is the one who has to have the utilities in their name. Any fraudulent application made to the city will result in immediate disconnection without notice to the tenant.

19. My account was turned off for non-pay, is there some place where I can pay in the evening to get my utilities reconnected?

Yes, you can take your payment (cash or money order only) to the Police Department and they will call someone out to have your utilities reconnected. Please note that there is a fee of $30 added to the amount owed on all accounts that are disconnected for non-pay. All fees must be paid before reconnection will be made. There is also an after hours fee of $35 for this service. The Police Department will let you know how much is owed.

20. Does someone have to be at the location for utilities to be connected?

Yes, LPU does require someone to be at the location to ensure that nothing is on at the house. If no one is at the location, and the water meter indicates usage, the meter reader will turn the water back off. Please contact the utility office at 512-556-3641 or, after hours, the police department at 512-556-6235 if you have a problem with your utilities.

21. Does the LPU give letters of credit to customers or other utilities?

Yes, upon the customer's request, LPU will provide a letter of credit.

22. Can I have utilities on at two locations at the same time?

Yes, but only for transferred accounts and only for ten (10) days. LPU does not allow customers to have two established utility accounts active at the same time.

23. I think I still owe money on an old bill. Can you tell me how much I owe?

Yes, LPU can access utility records by name and driver's license number. Please remember that if you do still owe the City money on an old account, your deposits are subject to increase because of your past credit history.

24. Do I have to pay to transfer my utilities within the service area?

Yes, there is a $20 transfer fee and your current utility account has to be paid in full before you can transfer.

25. Does LPU give discounts to senior citizens or to persons that are disabled?

No, LPU does not have a discount program, however, if you are sixty (60) years of age or older, you are eligible to be penalty exempt. LPU will need to make a copy of your driver's license and then we will flag the account.

26. What can I do if I think my meter has been misread?

You can contact LPU at 556-3641 and find out what your last reading was and then compare it to what your meter is currently reading. LPU does take customer requested re-reads, but please note that if the reading is correct, there will be a $20 service charge added to your utility bill.

27. Does LPU offer any type of payment plan?

Yes, LPU does allow eligible customers to enter into a contract to defer one month's bill over a maximum period of six (6) months. The contracted amount for each month is added to the utility bill. Once that contract is paid off, customer's are not eligible to do anther contract for twelve (12) months. Please contact the utility office for further details.

28. What is the sewer rate based upon?

The sewer rates are figured annually in March based upon water consumption for December, January, and February. The consumption for those three months are averaged and that is what is used to figure the rate.

1. Who do I contact if I have a water leak or sewer backup?

The Water and Wastewater Department is responsible for maintaining and repairing all water and wastewater lines within the city service area. If you have a backup in your wastewater lines or a water break, please contact the Public Works Secretary at 512-556-8315 between 7 a.m. and 4 p.m. on weekdays. We will send a crew out immediately to take care of the problem.

2. Where can I go to take brush?

The City of Lampasas has two annual brush chipping programs during the month of March and November. During these months the Street Department goes down every street in the City limits to pick up brush. Any other time throughout the year a customer can bring brush to the Public Works Facility, located at 201 Brown Street, Monday-Friday at 1:00 p.m. The customer must also bring a copy of their utility bill to show that they are a City customer.

3. What do I do if I am experiencing water pressure problems?

If you find that your water pressure is low and you own a water softener system, check an outside faucet. If the pressure is good outside, then the problem is usually the water softener. There is a bypass valve that can be turned off in order to bypass the system. If this does not work, check any inside faucets that have screens. When a softener goes out, it usually passes a sandy material into the pipes which can clog up the screens. If the outside pressure is low, then you will need to contact the Public Works Secretary at (512) 556-8315 between 7:00am and 4:00pm, Monday - Friday, or after hours at the Police Department (512) 556-6235.

4. What if my water looks brown in color or cloudy?

The water that runs from your faucet or shower may occasionally become discolored due to water main breaks or testing fire hydrants. Do not be alarmed if your water is suddenly discolored. This water is still safe to drink. The discoloration is caused by an unusually high sediment content, which results from sudden changes in the system. When the cause of the problem is corrected, the sediments will be removed from the system. Notify the Public Works Secretary that there is a problem by calling (512) 556-8315 Monday - Friday between 7:00am and 4:00pm, or (512) 556-6235 at the Police Department after normal business hours.

5. How can I report a Street Repair or Pothole Repair?

Street maintenance and repairs includes potholes or other problems which may be dangerous to pedestrians or vehicles. If you notice a street that needs to be repaired, please report it to the Public Works Secretary at (512)556-8315, between 7:00am and 4:00pm, Monday - Friday or (512) 556-6235 at the Police Department after hours.

6. Who do I contact when a drainage ditch is clogged or overgrown?

The Street Department is responsible for maintaining the flow of water through ditches in public right-of-ways and easements receiving storm water runoff. This system consists of inlets or catch basins, open channels and ditches, underground pipelines, and detention ponds. City crews periodically clean the banks of the drainage ditches and remove any obstacles obstructing the flow of water through the ditch.
Residents are urged not to dispose of leaves or grass clippings into open drainage systems or to place any debris in a location that would impede the flow of water into the underground system. Such action may result in serious flooding. Primarily, your responsibility is to help eliminate the amount of debris deposited in the ditches or on the ditch banks that can cause flooding. This waste can accumulate in and pollute areas adjacent to the ditches, streams, and lakes, diminishing their aesthetic value.

In the event of flooding due to blockage of the storm drains system or the drain is overgrown and needs repair, residents may call the Public Works Secretary between 7:00am and 4:00pm, Monday - Friday at (512) 556-8315. In the event of a flooding emergency at any other time, call (512) 556-6235 at the Police Department.

7. Who do I contact regarding tree limbs on the Power lines?

To prevent tree limbs from damaging or falling on electrical lines, the City of Lampasas Electric Department trims those tree limbs which are in the electric lines. To report limbs that are growing too close to or have fallen on electrical lines, please call the Public Works Secretary at (512) 556-8315 Monday - Friday between 7:00am and 4:00pm, or (512) 556-6235 at the Police Department after hours.

8. Who do I contact if my electricity goes out?

If you have a power failure, first check your house circuit breakers. Breaker boxes are often located inside the house, possibly in a closet or in the hallway. Sometimes breaker boxes are installed outside the house next to the actual electric meter. The breakers may have tripped to the off position. If you find that your breakers are all still in the "on" position, call the Public Works Secretary at (512) 556-8315 between 7:00am and 4:00pm, or at (512) 556-6235 at the Police Department after hours, holidays, or weekends.

9. When is the Brush Chipping Program?

Brush chipping program is in March and then again in November. Put your limbs and brush by your front curb and when it is time for your area to get picked up, they will be there.

10. Can they get limbs or brush by my porch?

The brush or limbs must be at the front curb, the city is not allowed to go on private property.

11. When can I take my brush to the City Barn facilities at 201 Brown Street?

Monday thru Friday between the hours of 7:00 a.m. and 3:30 p.m. The barn is not open on the weekends.

12. Is Clean Sweep week the same as Household Hazardous Waste Day?

They are not the same; we do try to have Clean Sweep Saturday and Household Hazardous Waste Day at the the same time if we get the grant for Household Hazardous Waste Day. The Clean Sweep is in April.

13. If I want some of the dirt from a dig site, what do I need to do?

You may fill out a spoils release form and the Street Superintendent will come and check out where you want the spoils put. He will sign off on the request and then you will be able to have the dirt.

14. What do I need to do if I want some mulch from the City Facility?

You may fill out a mulch waiver and get it back to Public Works.
