Performance Measures

1. Percentage of families receiving NE/Counseling services at the time of voucher issuance:

The total number of families that received VI and NE within the report period.

divided by

The total number of families that received VI (whether or not they received NE) during the report period.

Note that the report deals with families, not clients. It includes totally breastfed infants.

  • If anyone in the family received VI, that family is counted once.
  • If anyone in the family received VI and NE, that family is counted once.
  • The report only includes families where the voucher issue date (not 1st date to spend) is within the report month.
  • It will include any family that received NE within the report period, even if the NE received was not on the same issue date as the VI.

2. Percentage of women in 1st trimester at certification:

The total number of pregnant women certified and in their 1st trimester of pregnancy within the report period.

divided by

The total number of pregnant women certified within the report period .

3. Percentage of enrolled client receiving vouchers during the report period (no-show rate):

The total number of non-migrant clients who were not DP or TR locked and were issued vouchers with a 1st date to spend within the report period. (This includes totally BF infants.)

divided by

The total number of enrolled, non-migrant clients who were not DP or TR locked. (Not terminated or term date is greater than the report start date.) (This includes totally BF infants.)

4. Percentage of born-to-WIC infants breastfed at the time of certification:

The total number of infants born-to-WIC (having a risk code of 701)

  • certified within the report period
  • not terminated or term date is greater than the report start date
  • and either-----------the BF indicator is "Y"

or

the BF indicator is "N" and the BF end date is greater than the certification date

divided by

The total number of infants born-to-WIC (having a risk code of 701),

  • certified within the report period
  • not terminated or term date is greater than the report start date

5. Percentage of clients having a health care source (HCS) of 00 (self/none) and also having a referred to (REFTO) other than 00 (self/none) at certification:

The total number of clients having HCS = "00" and REFTO = something other than "00" at certification


divided by

The total number of clients having HCS = "00" at certification

Notes:

We recommend that clinics run the performance measure report the last day of the month so that PM#3, show rate, will be correct. PM#3 is the only PM that requires the last day of reporting.

PM#2 — Using the instate transfer option instead of electronic gives a new CID, New FID = new person. PM#2 is designed to look at the data at certification. A transfer would not count against the gaining clinic, if they utilized the electronic method. An instate transfer is a new person and if it was a woman in her 2 or 3rd trimester the clinic gets it counted against them.

Example:

  • clinic A woman is certified in 2nd trimester
  • clinic B woman is transferred using electronic method — this woman is not included in the PM#2

Or

  • clinic A woman is certified in 2nd trimester
  • clinic B woman is put in as an instate transfer, the system looks at her as a new woman in her 2nd trimester, but clinic B never did a certification
