Duties & Goals
The Capital Improvements Program (CIP) committee is composed of eight citizens that volunteer their time and effort in regards to recommending approval of capital purchases to the City of Lampasas City Council. A capital purchase is one that is $5,000 or higher and includes, but not limited to, types of purchases such as large equipment, vehicles, office equipment, and funding for large projects, such as the replacement of the retaining wall at WM Brook Park, and sreet reconstruction. Many factors contribute to the presentation of the Capital Improvements Program. The Directors, along with their staff, prepare their request sheets and submit them to the City Manager for his review and to the Finance Department for review and accuracy. Each Director meets with the City Manger and discusses their requests. The final request sheets from all departments are then compiled into a preliminary book that is used as a guide for the CIP committee members to use while each Director appears before the CIP committee and presents their requests and answer any questions. Once all the presentations are completed, the CIP committee is supplied with spreadsheets itemizing each request. The CIP committee then ranks each request they feel needs to be funded with a one (1) being the lowest priority and a five (5) being the highest. Once the committee members complete their sheets, they are turned into the Finance Department. The sheets are again compiled with each item assigned a ranking number based upon an average of the rankings given by each committee member. The compiled sheets are then presented to the committee members along with their recommended sheets and then the compiled sheets are discussed item by item in great detail by the committee members and any changes are noted and the spreadsheets are again revised to reflect the committee member's recommendations. A final CIP book is prepared that includes each request and the ranking sheets. These recommendations are then presented to the City Council for consideration to be funded.

Applications are available in the City Secretary’s Office in the City Hall Administration Building located at 312 East Third Street. Completed applications can be dropped off at the City Secretary’s Office, or faxed to 512-556-8032 or emailed to the City Secretary’s Office.
