Laredo District Administrator

Melisa D. Montemayor, P.E.Melisa D. Montemayor is the district administrator for TxDOT's Laredo District.

The district comprises eight counties: Dimmit, Duval, Kinney, La Salle, Maverick, Val Verde, Webb and Zavala.

A native of Duval County and Orange Grove, Montemayor is the first district administrator in TxDOT's history, leading the Laredo District after a long succession of district engineers. She was appointed on March 19, 2012.

Montemayor brought more than 20 years of experience to the role of district administrator, including 16 years with TxDOT's Laredo District. Most recently, she served as the district's advance transportation planning director, a position in which she was responsible for overseeing the long- and short-range transportation planning for the district. She also coordinated with rural entities and the Laredo Metropolitan Planning Organization to develop transportation improvement plans.

In her tenure with TxDOT, Montemayor served as a district transportation administrator and district environmental coordinator, positions in which she earned numerous recognitions. She earned the U.S. Department of Transportation's "Design for Transportation 2000 National Award" for a project titled Bat Dome Culvert.

Montemayor is a 1990 graduate of the University of Texas at Austin where she earned a bachelors degree in biology with minor in chemistry.

Montemayor is actively involved in the South Texas Polled Hereford Association, for which she currently serves as director.
