Director of Engineering Operations for Rural/Urban Districts

Randy Hopmann, P.E.Randy Hopmann, P.E., serves as director of Engineering Operations for Rural/Urban Districts.

He is responsible for directing, managing and implementing the department’s urban and rural district operations. Hopmann reports directly to the deputy executive director/chief engineer.

A 29-year TxDOT veteran, Hopmann has directed efforts resulting in several awards for both the Tyler and Lubbock districts, including the TxDOT Commitment to Design Excellence, the TxDOT Environmental Achievement Award, the 123 Safe Days of Summer Award and the TxDOT Bridge Project Development Award.

He began his TxDOT career in January 1985 as an engineering assistant in the Austin District. Hopmann moved to the Tyler District in 1996 as the director of Transportation Planning and Development. In 2002, he became the district engineer in Lubbock, and in 2009 took over as district engineer in Tyler.

Hopmann is also the 2011 AASHTO recipient of the Alfred E. Johnson national award for outstanding achievement in the field of engineering. He served as chair of the eight-district North Region Leadership Team from 2009 to 2011 and was Urban Franchise Lead for 2012.

A native of Houston, he earned his bachelor's degree in civil engineering from Texas A&M University in 1984. He received his license as a professional engineer in 1990.
