The Operations and Planning Section develops response plans and provides planning guidance to local and tribal governments, based on federal and state grant guidance and applicable laws, to integrate the Incident Command/Unified Command system (ICS/UCS) into incident, emergency, disaster or catastrophic response operations and plans. The section coordinates state efforts to support local response based on the State Emergency Operations Plan (SEOP) and serves as liaison between federal, local, private and volunteer agencies. The section coordinates state response with more than 50 state agencies to help allocate resources, compile initial damage assessment information, and evaluate information to determine the potential for state and federal declarations and requests for assistance, as well as produce and distribute documents and reports related to emergency or disaster operations. All incident-related information sharing and state response is coordinated through the use of WebEOC and EmerGeo.
The section in coordination with the N.D. Homeland Security Fusion Center, manages the state's critical infrastructure program by facilitating vulnerability and threat assessments, site security advice and buffer zone protection plans for facilities within the state. Members manage and maintain the N.D. Hazardous Chemicals Preparedness and Response Program and conduct weekly and monthly equipment tests for the Harris Radio, Amateur Radio, National Warning System (NAWAS) and the Emergency Alert System (EAS).
