Lessons Learned Information Sharing (LLIS.gov)
Lessons Learned Information Sharing (LLIS.gov) is a Department of Homeland Security/Federal Emergency Management Agency program. LLIS.gov serves as the national, online network of lessons learned, best practices, and innovative ideas for the emergency management and homeland security communities. This information and collaboration resource helps emergency response providers and homeland security officials prevent, protect against, respond to, and recover from terrorist attacks, natural disasters, and other emergencies. LLIS.gov provides federal, state, and local responders and emergency managers with a wealth of information and front-line expertise on effective planning, training, and operational practices across homeland security functional areas.

LLIS.gov includes a library of exclusive documents and user-submitted materials related to all aspects of homeland security and emergency management. Lessons Learned, Good Stories, and Practice Notes produced by LLIS.gov are researched in consultation with subject-matter experts or identified in after action reports, but should not be considered peer-reviewed research. LLIS.gov-produced Best Practices are peer-reviewed by a panel of subject-matter experts. Other documents, such as plans, after action reports, and general guidance, are produced by outside organizations, and LLIS.gov does not guarantee their completeness or level of peer-review.

FEMA is enhancing the Lessons Learned Information Sharing (LLIS.gov) system to better serve the whole community.

Enhancements to the system include:
  • An extended timeframe for system password updates
  • Enhanced document search capabilities
  • A document rating system
  • A new subscription feature
The new technology platform will also enable future enhancements to improve the way LLIS.gov members collect, collaborate, analyze and share information. The LLIS.gov System Changes page provides members with regular updates and information on how to best prepare for the migration and to ensure a smooth transition.

Active Shooter Active Shooter Page
The Active Shooter page on LLIS.gov was recently launched to help emergency management professionals address community preparedness needs related to active shooters. This on-line resource offers guidelines, checklists, plans, lessons learned and after action reports from prior active shooter events, and many other response and recovery resources.

Cyber Exercise Hurricane Sandy
Resources to help responders and officials locate the information they need to prepare for, respond to, and recover from hurricane and tropical storm threats can be found on the new LLIS.gov Current Events page featuring Hurricane Sandy.


Cyber Exercise To enhance preparedness and strengthen the security and resilience of the Nation's cyber systems, the Department of Homeland Security (DHS) Cyber Exercise Program (CEP) supports discussion-based and operations-based cyber exercises and utilizes the Homeland Security Exercise and Evaluation Program (HSEEP) methodology for exercise design, development, execution, and evaluation.

CEP continuously monitors the latest cyber trends, threats, and vulnerabilities and maintains a Cyber Scenario Sampler and Cyber Exercise SitMan Library to assist stakeholders with their exercise development needs.
