Besides the fact that Ohio's laws are behind the rest of the country, besides the fact that we have been at this for alm...ost 5 years to get a no brainer simple kennel owner/operator companion animal abuse law passed to make a Felony 5 an option for Prosecutors to use, besides the fact that Faber doesn't feel that STARVATION & DEHYDRATION of ALL THINGS is not a very serious crime, I have 1 question:
What in the world is a House Bill (HB90) that has NO FINANCIAL impact whatsoever, doing being thrown into a budget bill?
