It has not often been noted, because of Russia’s occasional oafishness under Prime Minister (and increasingly dictator) Vladimir Putin, that it truly does have a valid argument in its dispute with Ukraine over Russian natural gas. Under a longstanding agreement, Ukraine has been paying far lower prices than West Europeans have for the fossil fuel.

SAMUEL HUNTINGTON had a couple of big ideas in his lifetime, and that is a couple more than most people ever get. One of them was laid out in the summer 1993 issue of Foreign Affairs, and later turned into a book. Noting that the Cold War was over, Huntington predicted the start of a new phase of world politics. It would not feature conflicts between ideologies but rather a “clash of civilizations,” with religion as the most important factor.

THE STRESSES on our state and local budgets are serious, and unemployment is high. While it is important for our elected officials to attack these problems on many different fronts, there is one easy and inexpensive solution we have yet to explore.
