Time to Open Up Party Conference and Caucus Rules

Twenty-five groups dedicated to openness and accountability asked the leaders of Congressional party caucuses and conferences to post their rules online. Public access to these rules would provide essential information about how Congress governs—how legislation leaves chambers, who may lead committees, and more.

The move would not be unprecedented. The House Republican Conference published its rules online for the 113th Congress. The 114th Congress can set the stage for openness by making all its caucus and conference rules available on the internet, and in formats already used by the House of Representatives, Library of Congress, and Government Printing Office on Beta.Congress.Gov.
