Office of Contracts Management

The Office of Contracts Management (OCM) is responsible for providing leadership and direction that ensures acquisition excellence, integrity, accountability, sound management of procurement processes and resources that support the Employment and Training Administration priorities, goals, and guiding principles. OCM advises the Assistant Secretary for ETA, as well as provides centralized services to other ETA organizational components, in developing and improving procurement management policies, procedures, techniques, and outcomes.


About the Administrator - Linda K. Heartley

Linda K. Heartley began her contracting and procurement career with the Department of Army as an Intern at Fort Huachuca, AZ in 1986. She worked for the Departments of Defense, Army and Air Force throughout the United States and Europe. She comes to the Department with over 20 years contracting experience, having served as a Director or Chief of Contracting over 15 years.
