Vollmecke, deputy for acquisition and systems management, Office of the Assistant Secretary of the Army, (Acquisition, Logistics and Technology), Washington, District of Columbia, to deputy commanding general, Combined Security Transition Command-Afghanistan, Operation Enduring Freedom, Afghanistan.

Col. (Promotable) Brian P. Cummings, deputy program executive officer, Combat Support and Combat Service Support, Warren, Michigan, to program executive officer, Program Executive Office Soldier, Fort Belvoir, Virginia.
