 How the Money Moves - The Pass Through

Federal Agencies allocate dollars for State Agencies to implement into local programs through contracts, grants and loans

In this example, a federal agency allocates $1 billion in Recovery funds for a specific program for states (funds announced). A state agency identifies a project and issues a call for bids from contractors. Company A and Company B bid, and Company B wins with a bid of $1 million (funds available to Company B). Company B later invoices the state agency for $250,000 for materials/supplies and then for $750,000 when the project is completed. The state agency pays the two invoices totaling $1 million (funds paid out).
