Federal Financial Assistance Information
As of July 1, 2014, you will see an improved Contractor Performance Assessment Reporting System (CPARS).
The CPARS, ACASS, and CCASS modules are being merged into a single application under the CPARS name in order to standardize the contractor performance evaluation process across the entire Federal Government.
Historically, CPARS, ACASS, and CCASS have contained differing contractor evaluation forms, rating elements, and workflow processes. The merge includes the transition to a common evaluation form with a common set of rating elements in addition to a transition to a common workflow process. These changes are designed to promote system usability by simplifying the evaluation process. The end result is a system that is streamlined and optimized.
The merger implements section 853 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2013 (Pub. L. 112-239, enacted January 2, 2013) and section 806 of the NDAA for FY 2012 (Pub. L. 112-81, enacted December 31, 2011, 10 U.S.C 2302 Note) standardizing on a 14 calendar day comment period.
Please note that assessments that were in progress as of June 27, 2014 are returned to draft status to be completed anew. Notices have been sent routinely to both Assessing Officials and Agency Focal Points since January 2014 to help foster a smooth transition. System for Award Management (SAM)
The System for Award Management (SAM) is the official U.S. government system that consolidates the capabilities of CCR/FedReg, ORCA and EPLS. There is NO fee to register for SAM. If you used any of the previous systems, you should now go to www.sam.gov to update your information. SAM training tools and quick-start guides are available on both the SAM and Federal Service Desk websites, located at www.sam.gov and www.fsd.gov.
PLEASE NOTE: If you are requesting entity registration information from the System for Award Management (SAM) under the Freedom of Information Act (FOIA), you need to go to SAM.gov > Data Access > Public Extracts and select the Legacy CCR Extracts Public (“FOIA”) Data Package. It is updated on the 15th of every month.
FAR Council Plan for Retrospective Analysis of Existing Rules and Paperwork Burden Plan
As called for by President Obama in Executive Order 13563, "to facilitate the periodic
review of existing significant regulations," The FAR Council finalized
its plan to perform a retrospective review of existing significant
regulations. In May 2012, the President issued Executive Order 13610,
which requires Federal agencies to continually scrutinize rules and
requirements on the books to make sure they are still necessary,
streamlined and up-to-date. He emphasized that agencies should give
special consideration to reducing burdens on small businesses and
should prioritize “initiatives that will produce significant
quantifiable monetary savings or significant quantifiable reductions
in paperwork burdens.” Following up on that directive, last June the
Administration launched an aggressive paperwork burden reduction
effort to eliminate unnecessary burdens on the American people and
businesses. Agencies across the Administration, including the FAR
Council, heeded the President’s call and submitted a paperwork
reduction plan.

The Product and Service Codes (PSC) Manual - Effective 1 October 2011, provides codes to describe products, services, and research and development (R&D) purchased by the federal government.
