Homeownership Loan Program

Our Homeownership Program provides first mortgage financing at below-market interest rates to qualified homebuyers. This program is operated statewide.

Delaware First-Time Homebuyer Tax Credit

The Delaware First-Time Homebuyer Tax Credit is a federal income tax credit designed to help make homeownership more affordable to qualified homebuyers. Homebuyers who elect to use the federal tax credit are eligible to claim a portion of the annual interest paid on their mortgage as a special tax credit.

Delaware Talent Cooperative

Members of the Delaware Talent Cooperative may qualify for a new incentive that offers a one half of one percent (equal to 50 basis points) off DSHA's current mortgage interest rate. The incentive can be used with any DSHA first mortgage program for first-time or repeat buyers. Members looking to take advantage of this reduced rate may also participate in DSHA's downpayment and closing cost assistance programs, with the interest rate reduction applying solely to the first mortgage.

Neighborhood Stabilization Program (NSP)

This program helps local jurisdictions purchase foreclosed or abandoned homes and rehabilitate, resell or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes. The homes are then sold to low- to moderate-income homebuyers. This program is operated statewide.

Downpayment & Closing Cost Assistance

Second Mortgage Assistance Loan (SMAL)

The Second Mortgage Assistance Loan (SMAL) assists income qualified borrowers in the purchase of their own home by providing downpayment and closing cost assistance in the form of second mortgages. SMAL must be used in conjunction with DSHA's Homeownership Loan.

Advantage 3

The Advantage 3 grant program assists qualified borrowers in the purchase of their own home by providing down payment and closing costs assistance in the form of a grant equal to three percent (3%) of the first mortgage loan amount. Advantage 3 is only available from DSHA.

Home Repair Programs

DSHA administers the Community Development Block Grant (CDBG) program, which offers assistance to low- and moderate-income homeowners in Kent and Sussex Counties who need home repairs or handicapped-accessible features.

Community Development Block Grants (CDBG)

This program provides grant funding for a variety of major activities including housing rehabilitation or demolition; housing-related public works such as sidewalks, water and sewer systems, and streets that benefit low- and moderate-income persons in Kent and Sussex Counties.

Foreclosure Prevention Programs

Late on your mortgage? Struggling to keep up with the payments? Facing foreclosure? We may be able to help!

Delaware Emergency Mortgage Assistance Program (DEMAP)

DEMAP is designed to assist Delawareans who are 90 days or more delinquent on their mortgage payments. Reasons for hardship are limited to unemployment or reduction in hours as a result of the down turn in the economy, illness, or injury. DSHA brings the mortgage current with a lump sum payment and makes additional payments for up to 24 months total that allows the borrower to stabilize their financial position. This program is operated statewide.

Manufactured Housing Assistance Program (MHAP)

MHAP is designed to assist Delawareans who are 90 days or more delinquent on their home loan and/or lot rent payments for their manufactured homes. Reasons for hardship are limited to unemployment or reduction in hours as a result of the down turn in the economy, illness, or injury. DSHA brings the mortgage current with a lump sum payment and makes additional payments for up to 12 months total that allows the borrower to stabilize their financial position.

Wilmington Senior Tax Assistance Program

The Wilmington Senior Tax Assistance Program is designed to assist homeowners in Wilmington who are 62 or older and facing imminent foreclosure due to delinquent property taxes, or sewer and water bills. The maximum grant amount available under this program is $3,000. This program is available in the City of Wilmington.
