Yesterday I declined to submit two images to this group. Normally I allow all non-profit and public entities free use but I am making a very rare exception for the federal government.

Every time that I take a photo of a bridge, train, or courthouse, I have to worry about the possibility of dealing with some half-wit security guard or cop who rode the short bus the the police academy.

Membership in the ACLU, ASMP, and NPPA costs me a total $355 per year mostly as a contingency for police behavior. Keeping a personal lawyer costs me even more.

For professional use, including by the government, my standard rate is $100 per image for non-exclusive, non-transferable, royalty free licensing. I do not assign anyone any ownership rights to any image.

I'm always amazed to see photos in groups like this.

I will check to see if there are any "prevailing wage" agreements for the recovery projects in my state and whether or not those apply to occupations such as commercial and media photographers providing services to the government.

If anyone wishes to pursue this matter I suspect the government's boss man for such disputes is Mr. Holder.

It only states that you grant rights, not ownership.
