During the development of the renewable energy permits by rule, DEQ staff and its Regulatory Advisory Panels (RAPs) benefited from input from various experts and groups. Presentations made at RAP meetings are available by clicking the links below.

Wind Energy

The original Wind RAP and the Offshore/Coastal Wind RAP met between July 2009 and September 2010, in order to assist DEQ in developing a permit by rule for small renewable energy projects powered by wind that became final in December 2010. The following presentations were made to the two Wind RAP’s during their deliberations:

Solar Energy

The Solar RAP met between June and November, 2010, in order to assist DEQ in developing a permit by rule for small renewable energy projects powered by sunlight. The following presentations were made to the Solar RAP during its deliberations:

Combustion Energy

The Combustion RAP met between June and October, 2011, in order to assist DEQ in developing a permit by rule for combustion based media (biomass, energy from waste, and municipal solid waste). The following presentations were made to the Combustion RAP during its deliberations:

Water Related Energy

The Water Related RAP met during September and October, 2011, to consider whether it was necessary and appropriate to develop a permit by rule for water related renewable energy resources (falling water, wave motion, tides, and geothermal). As a result of its deliberations, the Water Related RAP recommended, and the DEQ Director concurred, that it is not necessary or appropriate under current conditions for DEQ to develop a PBR regulation for small renewable energy projects that generate electricity from falling water, wave motion, tides, or geothermal resources. Further, the Director decided that DEQ will re-evaluate the potential need for a PBR regulation concerning these water related renewable energy resources in 2014, or sooner if circumstances or public requests so indicate.
