Three regulatory boards – the Air Pollution Control Board, the State Water Control Board and the Waste Management Board – composed of Virginia citizens appointed by the Governor, are responsible for adopting many of Virginia's environmental regulations. DEQ administers the regulations as approved by the boards.
The boards have statutory authority to promulgate regulations and to approve certain permits. Before promulgating regulations required by environmental statutes, the boards seek information from the public, the regulated community and advisory committees. The boards also become involved in permitting by conducting public hearings and approving certain types of permits. In cases where environmental laws or permit conditions are violated, the boards may impose administrative sanctions and initiate legal action.
Former Water Board chair receives environmental leadership award
 W. Shelton Miles III, former chair of the State Water Control Board, was recently named the winner of this year’s Erchul Environmental Leadership Award, recognizing his volunteer efforts to protect Virginia’s environment. The award is given each year to a Virginian who has made significant individual contributions toward the enhancement of the natural world.
Miles, a pastor and farmer from Long Island, Va., is dedicated to maintaining water quality and has a passion for Virginia’s rivers. He has served as chair of the Roanoke River Basin Commission Citizens Committee, the Staunton River Citizens PCB Advisory Committee, as well as Citizens for the Preservation of the [Staunton] River. Appointed to the State Water Control Board by Gov. Mark Warner – and reappointed by Gov. Timothy Kaine – Miles served as chair for six years.
In his acceptance speech for the Erchul Award at the Environment Virginia Symposium at Virginia Military Institute, Miles spoke about his collaborations over the years and the advantages of sharing a collective environmental goal. “I have been blessed to have formed wonderful relationships with so many people: business leaders, civil servants, environmental activists and political leaders who have shared a common vision for preserving, protecting and improving Virginia’s environment,” he said.
