DEQ's Permitting Guide provides basic information on state environmental programs to the general public, company owners, plant operators, and local government and economic development officials. The focus is on actions to be taken before an individual or company constructs or starts up a facility or process that will result in an environmental impact to the air, water or land. This guide is not exhaustive and aims only to provide a starting point in the permitting process by asking threshold permitting questions.

The guide is designed to help determine whether a permit is needed from DEQ for a project or facility. It provides a broad, introductory overview of various DEQ permitting procedures. Essential permits and DEQ contacts are listed for the Air, Water, Waste, Tanks, and Renewable Energy programs. Information on Virginia stormwater management permits is available on the DEQ website and will be included in the guide at a future date.
