During the development of the renewable energy permits by rule, DEQ staff and its Regulatory Advisory Panels (RAPs) benefited from input from various experts and groups. Presentations made at RAP meetings are available by clicking the links below.
Wind Energy
The original Wind RAP and the Offshore/Coastal Wind RAP met between July 2009 and September 2010, in order to assist DEQ in developing a permit by rule for small renewable energy projects powered by wind that became final in December 2010. The following presentations were made to the two Wind RAP’s during their deliberations:
- “Permit by Rule Process,” by Debra A. Miller, DEQ - July 22, 2009
- “Wind Energy Development,” by Theo J. de Wolff of RPMA Wind Development LLC – July 22, 2009
- “An Outlook and Overview for Wind Power in the U.S. and Virginia,” by Jonathan J. Miles, Ph.D. of James Madison University’s (JMU’s) Center for Energy and Environmental Sustainability – July 22, 2009
- “Avian Conservation and Wind Power,” by Mary Elfner of the National Audubon Society – August 6, 2009
- Wind RAP Landscape Subcommittee report - October 29, 2009
- Wind RAP Living Resources Subcommittee report - October 29, 2009
- United States Coast Guard presentation, by George H. Detweiler – July 7, 2010
- “VCERC Offshore Wind Study Implications for Permit by Rule in State Waters,” by George Hagerman of Virginia Tech’s Advanced Research Institute (Virginia Coastal Energy Research Consortium) – July 7, 2010
- Wind PBR public hearing presentation, by Carol C. Wampler, DEQ - August 3, 2010
- Wind PBR public meeting presentation, by Carol C. Wampler, DEQ - October 18, 2010
- Wind PBR Background & Status presentations by Carol C. Wampler, DEQ - October 13, 2009; June 8, 2010; July 29, 2010
- “Wind and Waterbirds,” by Brian Watts of the College of William and Mary’s Center for Conservation Biology
- "The Virginia Renewables Siting Scoring System," by Maria Papadakis, Ph. D. of JMU's Center for Energy and Environmental Sustainability
- "Wind Energy and Zoning," by Maria Papadakis, Ph. D. of JMU's Center for Energy and Environmental Sustainability
Solar Energy
The Solar RAP met between June and November, 2010, in order to assist DEQ in developing a permit by rule for small renewable energy projects powered by sunlight. The following presentations were made to the Solar RAP during its deliberations:
Combustion Energy
The Combustion RAP met between June and October, 2011, in order to assist DEQ in developing a permit by rule for combustion based media (biomass, energy from waste, and municipal solid waste). The following presentations were made to the Combustion RAP during its deliberations:
- Renewable Energy PBR Background & Overview presentation, by Carol C. Wampler, DEQ - April 12, 2011
- "Biomass Power Generation: 5 MW and Under," by Dan Wilson of Wilson Engineering Services, PC - April 12, 2011
- Combustion process overview presentation - April 12, 2011
- "Air Permitting: Combustion of Biomass," by Rebekah Remick, DEQ - April 12, 2011
- "Solid Waste Permitting for Combustion Units," by Kathryn Perszyk, DEQ - April 12, 2011
Water Related Energy
The Water Related RAP met during September and October, 2011, to consider whether it was necessary and appropriate to develop a permit by rule for water related renewable energy resources (falling water, wave motion, tides, and geothermal). The following presentations were made to the Water Related RAP during its deliberations:
As a result of its deliberations, the Water Related RAP recommended, and the DEQ Director concurred, that it is not necessary or appropriate under current conditions for DEQ to develop a PBR regulation for small renewable energy projects that generate electricity from falling water, wave motion, tides, or geothermal resources. Further, the Director decided that DEQ will re-evaluate the potential need for a PBR regulation concerning these water related renewable energy resources in 2014, or sooner if circumstances or public requests so indicate.
