Spotlight on HUB

A number of local HUB vendors have previously provided services for the University or participated in UNT System HUB activities.  These vendors are featured on the Spotlight on HUB page.  Inclusion on the website does not constitute an endorsement .  Departments entering into business relationships with any vendor should follow best business practices.


Finding HUB Vendors

A complete list of all certified Texas HUB vendors can be electronically accessed through the CMBL - Centralized Master Bidders List. The state of Texas maintains the CMBL in which all registered vendors for the State of Texas and certified Texas HUBs are listed. You may search the CMBL by commodity class and item codes to find which Certified Texas HUBs provide certain commodities/services (see below.)

Using the Commodity Book

The Texas Procurement And Support Services (TPASS) Commodity Book is used by vendors and state agency personnel.
 
Agencies use the class-item numbering and descriptions found in the book to properly code products or services on their requisitions and purchases, so informal and formal invitations for bid will reach vendors that have indicated they are capable of furnishing the required materials, equipment, supplies and services.
 
This organization of commodities by class and item numbers (codes) provides a searchable means of locating vendors by the commodities/services that they offer. Each "class" is broken down into more detailed commodities by "item." The TPASS Commodity Book is viewable online.


Good Faith Effort

A Good Faith Effort is demonstrated when departments provide HUB vendors with the opportunity to fulfill their procurement needs. Opportunity is given when HUBs and minority/woman-owned businesses are contacted for purchases under $5K, and when university policy is adhered to for purchases above $5K. A Good Faith Effort is demonstrated when minority/woman-owned businesses are referred to the HUB department for information on becoming HUB certified.


Best Value Criteria

Purchasing decisions should be made based on best value criteria.  Components of best value criteria include:

  • Price
  • Reputation of Vendor
  • Reputation of good/services
  • Quality of vendor's goods/services
  • Extent to which the goods/services meets the need
  • Vendor's past relationship with the University
  • Impact of the ability to comply with laws and rules related to HUB
  • Total long term cost to the University
  • Any other relevant factor that a private business entity would consider in selecting a vendor
