Associate Provost of Academic Excellence Dr. Ronald J. Hy

Bio Dr. Ronald J. Hy serves as Associate Provost for Academic Excellence at the University of North Texas at Dallas (UNT Dallas). Prior to joining UNT Dallas in September 2010, he served in various positions at Texas A&M University-Kingsville, including Interim Provost and Vice President for Academic Affairs and Dean of the College of Arts and Sciences. Dr. Hy has also held other administrative and teaching positions, among them Chairman of the Department of Geography, Political Science, and Sociology at the University of Central Arkansas in Conway, Arkansas; Professor of Public Administration and Division Chief of Governmental Studies at the University of Arkansas at Little Rock; Chairman of the Department of Political Science at Washburn University in Topeka, Kansas; and Director of Public Administration Programs and Associate Professor of Political Science at the University of Mississippi in Oxford, Mississippi.
Dr. Hy received his Ph.D. in Political Science from Miami University and his B.S. and M.A. degrees from Central Michigan University.
Dr. Hy’s primary research interests are in the areas of revenue and budgetary policies and procedures. He is especially interested in trend extrapolation, strategic planning, economic modeling, matrixing, and various modes of statistical analyses. Related to those interests, he worked with the Arkansas Office of Economic and Tax Policy to conduct economic research for the Legislature and Governor of Arkansas, using a variety of econometric and input/output models to analyze particular policies and programs. While at the University of Central Arkansas, he directed the Community Development Institute, a grass-roots economic development and community capacity-building training program that offered a comprehensive curriculum and professional certification. Dr. Hy served as a financial consultant to various cities in Kansas, working with state and local government officials and agency heads. He was Chairperson of the Citizen’s Advisory Committee to Study Forms of Government, which submitted a report recommending that the city of Topeka adopt a mayor/council/chief administrative form of government, a recommendation adopted by the voters.
Dr. Hy received the University Excellence in Research Award during his tenure at the University of Arkansas at Little Rock.
Dr. Hy has authored, co-authored, or contributed to sixteen books; published dozens of articles in both refereed and other journals; authored numerous applied studies and papers; and prepared training manuals. Among the books are Financial Management for Health Care Administrators, Research Methods and Statistics, and Teaching Policy Studies. His most recent works are a chapter contribution to the book, Handbook of Research Methods in Public Administration, published in 2008, and an article, “Economic Impact of Public Sector Spending on Health Care,” published in the fall 2011 issue of Journal of Health and Human Services Administration.
Dr. Hy has served in various capacities at the local, state, and national levels at the universities where he has been employed. Among these professional endeavors, he has served as a consultant to the Texas International Education Consortium; was a team leader on the AASCU’s “Study of Hispanic Student Success”; was both a member of the Executive Board and an officer in the Arkansas Community Development Society; served on the Executive Committee of the Southeastern Conference on Public Administration; has served on the editorial boards of the International Journal of Organization Theory and Behavior, the American Review of Politics, and the Public Administration Quarterly; and has served on various committees of the American Society for Public Administration. |
