Gary M. Leonard is Fermilab’s laboratory General Counsel. He manages and provides a full range of legal services to all scientific programs involving the laboratory. He oversees all in-house legal review of procurements for construction, service and supply contracts as well as claims engendered at the laboratory. He provides legal support and guidance as necessary and manages all litigation and engagement of outside legal counsel.
Gary has substantial experience in legal counseling and negotiation for the Department of Energy. While working with the Department of Energy’s Albuquerque Operations Office, Gary advised on environmental, safety and health issues, including safe of transportation of weapons materials. He also advised on labor, contract, local and federal tax liability and represented the Department of Energy before the Equal Employment Opportunity Commission and federal district court. In this position, he also provided ethics guidance for 1,000 individuals.
While working for the Department of the Navy’s General Counsel, Gary reviewed and advised contracts for the Tomahawk Cruise missile and associated issues. He also advised on the sale, lease, license and other contractual issues related to development of Navy weapons systems and advised during major weapons systems selection processes.
Gary earned multiple awards during his service in the U.S. Air Force, including the prestigious Legion of Merit, the Meritorious Service Medal and the Air Force Commendation Medal. His service in the U.S. Air Force included positions such as Signals Intelligence Officer, Director of Reserve Operations, Commander of Deployed Task Forces and a Commander with airborne reconnaissance operations in the National Security Agency/ Air Intelligence Agency. Additionally, he finished his Air Force career as a Staff Judge Advocate for the Air Force Inspection Agency, an arm of the Air Force Inspector General.
Gary graduated cum laude from the University of Massachusetts with a bachelor’s degree in political science. While pursuing his Juris Doctor at the Columbus School of Law at the Catholic University of America, Gary also spent time in the Summer Law Program at the University of Tokyo and speaks fluent Japanese. He received his J.D. with honors in 1986. Gary also holds his L.L.M. in taxation from Georgetown University Law Center.
