The Foreign Service Act of 1980 mandated a comprehensive revision to the operation of the Department of State and the personnel assigned to the US Foreign Service. As the statutory authority, the Foreign Affairs Manual (FAM), details the Department of State's regulations and policies on its structure and operations. Currently, there are over 25,000 pages of policies and procedures published in 16 volumes of the FAM and 38 corresponding sections of the Foreign Affairs Handbook (FAH). The Quarterly Services Survey (QSS) is the only source of service industry indicator performance providing timely estimates of revenue and expenses for selected service industries. The Bureau of Economic Analysis (BEA) is the primary Federal user of data collected in the QSS. The BEA utilizes this timely data to factor into the Gross Domestic Product (GDP) to make improvements to the national accounts for service industries. QSS estimates also provide the Federal Reserve Board (FRB) and Council of Economic Advisors (CEA) with timely information on current economic performance. The Centers for Medicare and Medicaid Services (CMS) use the QSS data to develop hospital-spending estimates in the National Accounts. In addition, the QSS data improves their ability to analyze hospital-spending trends.

The FCC's Public Safety & Homeland Security Bureau (PSHSB) is responsible for developing, recommending, and administering the agency's policies pertaining to public safety communications issues. These policies include 9-1-1 and E9-1-1; operability and interoperability of public safety communications; communications infrastructure protection and disaster response; and network security and reliability. PSHSB also serves as a clearinghouse for public safety communications information and emergency response issues. A primary goal of PSHSB is to support and advance initiatives that further strengthen and enhance the security and reliability of the nation's communications infrastructure and public safety and emergency response capabilities that will better enable the FCC to assist the public, first responders, law enforcement, hospitals, the communications industry and all levels of government in the event of a natural disaster, pandemic or terrorist attack.
