NCPC is working to make the National Capital Region a model of environmental sustainability.

SW Ecodistrict

The SW Ecodistrict Plan is a comprehensive, forward-looking approach to revitalize 110-acres in the heart of the nation’s capital. It provides a roadmap to transform this area into an urban sustainability showcase, cultural destination, and livable community.

The plan is distinguished by its district-scale strategies to integrate neighborhood development, along with energy and water strategies to yield greater environmental and economic benefits.

The plan improves density, use mix, mobility, and walkability, while significantly reducing greenhouse gas emissions, stormwater runoff, ands waste. Results exceed federal and local environmental, energy, and economic performance goals.

The Commission accepted the plan in January 2013. Work is currently underway on a stormwater infrastructure study and developing interim 10th Street design/Banneker Park connections.

Federal Environment Element

At its October 2012 meeting NCPC adopted updated policies for the Federal Environment Element as part its ongoing update of the Comprehensive Plan for the Nation's Capital’s Federal Elements.

The policies in this element reflect current federal goals regarding sustainability, environmental issues, and best environmental planning practices. The element has updated existing policies as well as new policies that address light pollution, climate change, and energy conservation.

The policies in the updated element will not take effect until the Commission adopts updates to all seven existing elements and the new Urban Design Element under development. NCPC anticipates completing the update process for all elements by summer 2013.

NCPC's Strategic Sustainability Performance Plan

Executive Order 13514 Leadership in Environmental, Energy and Economic Performance, signed by President Obama in October 2009, requires all federal agencies to develop a strategic sustainability performance plan, and establish and meet greenhouse gas reduction targets.

NCPC’s first strategic sustainability performance plan was submitted in 2010.

NCPC submitted its latest Agency Strategic Sustainability Plan to the Council on Environmental Quality and the Office of Management and Budget (June 2012).

As part of EO 13514, NCPC also developed an Agency Climate Adaptation Plan, which is available for public comment until April 6, 2013. Comments received during this time will help inform future updates to NCPC’s Strategic Sustainability Performance Plan.

Helping Other Agencies

NCPC revised its policies and review requirements pertaining to federal facility site selection, transportation planning, and building design. The new guidelines help ensure that federal agencies meet their greenhouse gas reduction goals.
