Summary
William E. Spafford, a private pilot in Cortland, NY, paid the FAA a $20,000 civil penalty for switching registration and serial numbers from various planes that he owned to a Mexican-registered plane in order to keep the plane flying, Spafford pleaded guilty in January to a charge of providing false statements to the FAA. OIG investigated this case with FAA.
