1.0 Applicability

This procedure applies to all Office of Science (SC) staff who are responsible for reviewing or approving contractor radiation protection program (RPP) documents to meet Title 10, Code of Federal Regulations (CFR), Part 835, Occupational Radiation Protection. The rule requires that all U.S. Department of Energy (DOE) activities must be conducted in compliance with a documented RPP approved by DOE. DOE may direct or make modifications to an RPP.

The content of each RPP must be commensurate with the nature of the activities performed and include formal plans and measures for applying the as low as reasonably achievable (ALARA) process to occupational exposure. The RPP must specify the existing and/or anticipated operational tasks that are intended to be within the scope of the RPP.

2.0 Required Procedure

Step 1

The SC Deputy Director for Field Operations (SC-3) reviews and comments on RPPs.

Step 2

The Field Element Manager:

Provides RPPs to the SC-3 for comment in advance of providing approval.
Approves contractor RPPs.

NOTE: Approval authority is currently delegated to the field element managers. See the Office of Science (SC) Environment, Safety, and Health (ES&H) Functions, Responsibilities, and Authorities (FRA) Document.

Communicates approval or rejection of RPPS to contractors within 180 calendar days of contractor submittal date.
Designates a technically qualified staff member or an SC Integrated Support Center (ISC) staff member as the 10 CFR 835 Point of Contact (POC).

Step 3

The 10 CFR 835 POC:

Communicates timeframe's and expectations to the contractor 10 CFR 835 POC.
Reviews contractor RPPs in accordance with the DOE Review Criteria for 10 CFR 835 Documented Radiation Protection Program. Additional guidance may be obtained from DOE G 441.1-1C, Radiation Protection Programs Guide for Use with Title 10, Code of Federal Regulations, Part 835, Occupational Radiation Protection.
Within 180 calendar days of contractor submittal, communicates recommendation for approval or rejection to the appropriate approval authority.
Retains an evidence file for each RPP, including a copy of the RPP, the RPP matrix, comment resolution documentation, and, where applicable, the exemptions.
