1.0  Applicability

This procedure applies to all U.S. Department of Energy (DOE) Office of Science (SC) employee(s) responsible for managing and implementing an SC Facility Representative Oversight Program.

2.0  Required Procedure

The purpose of this procedure is to ensure that competent SC employee(s) personnel are assigned to oversee the day‑to‑day contractor/laboratory operations at SC’s hazardous nuclear and non‑nuclear facilities. Also it provides guidance for (1) an approach for use in determining the appropriate facility coverage and (2) the training and qualifications expected of a Facility Representative.

Step 1 SC Field Office Managers or designated Facility Representative Program Manager evaluates hazards of each facility against DOE‑STD‑1063‑2006, Facility Representatives, to determine and document the appropriate level of oversight (i.e., determination of facility coverage and Facility Representative coverage).
Step 2 SC Field Office Managers or designated Facility Representative Program Manager assigns an SC Facility Representatives to specific facilities utilizing evaluation results (see Step 1).
Step 3 SC Field Office Managers or designated Facility Representative Program Manager will ensure that SC Facility Representatives are trained and qualified in accordance with DOE‑STD‑1063‑2006, as required by DOE O 426.1, Federal Technical Capability.
Step 4 SC Field Office Managers or designated Facility Representative Program Manager will establish and document the functions, responsibilities, and authorities for his or her SC Facility Representative Program, and communicate the elements of the SC Facility Representative Program to contractors/laboratories in accordance with DOE‑STD‑1063‑2006.
Step 5 SC Facility Representatives perform facility oversight and report facility representative performance in accordance with DOE‑STD‑1063‑2006 and local site‑specific procedures.
Step 6 SC Field Office Managers or designated Facility Representative Program Manager shall periodically (not to exceed three years) evaluate and adjust their SC Facility Representative Program as necessary to ensure a high and continuously improving level of performance.
