- - Is designed to give the US government maximum access to competitive commercial markets and innovative commercial technologies Specific provisions: - Exempts purchases of less than $2,500 from many procurement statutes - Reserves and streamlines purchases between $2,500 and $100,000 for small businesses - Gives preference to making multiple awards of task and delivery order contracts - Includes a commercial services definition for stand-alone and ancillary services (ancillary services further clarified in FY 2000 National Defense Authorization Act - Public Law 106-65). A modification to stand-alone services was enacted in SARA (Public Law 108-36).
