1. Commercial Activities Panel Report to Congress. In April 2002 the Commercial Activities Panel published its report to Congress, "Improving the Sourcing Decisions of the Government." Congress directed formation of this panel in Section 832 of the 2001 National Defense Authorization Act. The statute required the panel to review the procedures regarding government-performed commercial activities.
