HSR&D provides core funding to fourteen Centers of Excellence (COEs). Each COE develops its own research agenda, is affiliated with a VA Medical Center and collaborates with local schools of public health and universities to carry out its mission

CREATEs are a group of coordinated research projects conducted in a focused research area by independent, collaborating investigators coordinating with one or more VA Partner(s) to address high-priority health system issues.

Resource Centers support HSR&D management and the COEs by providing information and consultation about VA data and data systems, health economics, and dissemination of HSR&D research findings.

Research Enhancement Award Program (REAP) sites support groups of investigators at VA medical centers not affiliated with an HSR&D Center of Excellence, but who already have a history of HSR&D research and career development funding.
