As prescribed by DOE P 411.1, Safety Management Functions, Responsibilities, and Authorities Policy, this U.S. Department of Energy (DOE) Office of Science (SC) Environment, Safety and Health (ES&H) Functions, Responsibilities, and Authorities Manual (FRAM) describes the SC functions that are fundamental to safety management and SC’s responsibilities and authorities for discharging those safety management functions. The specific safety management functions, responsibilities, and authorities outlined in this FRAM are derived from DOE M 411.1­1C, Safety Management Functions, Responsibilities, and Authorities. The specific functions, responsibilities, and authorities for safety are further described within the SC Management System.
This SC FRAM is also the mechanism by which the Director, Office of Science (SC­1), delegates safety functions, responsibilities, and authorities to subordinate Headquarters (HQ) and Field organization personnel. The SC FRAM only identifies delegations, and it does not repeat or restate all of the responsibilities and requirements that are in the DOE Directives and Laws and Regulations; therefore, the SC FRAM, DOE Directives, and Laws and Regulations must be used in concert.
Each SC Field Element organization will develop its own FRAM to detail its safety management functions and delegated responsibilities and authorities.
