Scenario:	Turning in residue and live at a CONUS installation ASP
Question:	I am wondering if anyone has a link to a comprehensive conversion chart/listing of ammunition articles. I have found brass conversion charts but I am looking for a chart that breaks down packaging beyond the CAPAULDI. For example, when I turn in DODIC A059, I know that I take the quantity of rounds and divide by 1680 to determine the wirebound box quantity, I divide by 140 to get the speed fillers, divide by 10 to get clip quantity, etc. This would be a document that a member would have compiled on their own. Aside from my own knowledge of ammunition packaging, sometimes I run across DODICs that I can't recall packaging quantities from memory. I am tired of constantly calling the ASP and bothering the Reconciliation personnel for these quantity conversions. I have my own document that I have made and updated along the way, but it includes only the basic DODICs (ie; 5.56mm, .50 cal, etc.) Just curious if anyone knows of a database that lists ammunition packaging details. Any help would be greatly appreciated.
Answer:	DAU wrote: DA PAM 710-2-1 Appendix J http://www.apd.army.mil/pdffiles/p710_2_1.pdf has a comprehensive listing that identifies Residue /Salvage Turn-in items. DA manual however, requires update and an ASP can make the list provided in text more restrictive. The best site for finding ammunition related questions for small arms and other like items is to get an account with MAKE - Marine Ammunition Knowledge Enterprise https://www.make.usmc.mil/. You can find the info by DODIC or NSN. It lists the packaging that was there when the ammo was issued and provides insight into how to package it all back up for shipment/turn-in. The other application is to get a MHP Munitions History Program account https://mhp.redstone.army.mil and you can find the information depending upon the access level you are granted by MHP. Other than MAKE and MHP I would recommend access to National Level Ammunition Capability (NLAC) https://hornet.nlac.pentagon.mil/pls/public/welcome, FEDLOG http://www.dlis.dla.mil/fedlog/default.asp and Conventional Ordnance Resource Program (CORP) https://apps.cran.nmci.navy.mil/corp if CAPULDI is not meeting his requirements. NLAC links into FEDLOG and can even identify item managers if more details are required. NLAC and FEDLOG would cover most if not all Class V items in the supply system. CORP would provide breakdowns to Navy and Marine Corps specific assets (keeping in mind that they may and will utilize Army specific munitions).

Scenario:	Situation There is a unit stationed on Fort Story that performs small arms weapon training at different ranges off post Ft Story is a joint base with Little Creek Naval Amphibious Base JEBLCFS with the US Navy being the host service The Unit draws the ammunition from the Fort Eustis ammunition supply point the day before the range and returns to Fort Story and stores the small arms over night in the certified weapons room The ammo handlers have met all the qualified United States Army standards to draw, transport and store the ammunition to include the Local Ammunition Handler's Class, Ammunition 45 Distance Learning INTRODUCTION TO AMMUNITION DL Ammo 63 DL U.S. Army Explosive Safety Course and have completed the required Harzadeous Material course and are Hazardeous Material qualified The drivers Military Drivers License has the Hazmat endorsement but not explosive driver as required by the US Navy The problem is that the Navy Safety Office does not recognize Distance Learning courses and states that United States Army personnel with duties transporting ammunition on Ft Story must attend the United States Navy courses in a classroom setting or they cannot transport ammunition on their installation and can not receive their explosive safety stamp on their license
Question:	Is there a agreement between the naval Safety Office and Army Units for transporting small arms ammuniton on a Naval installation? Is there a waiver?

You will have to follow the regulations of the host installation or make some type of agreement with them. This question has been posted to the Ammunication CoP at https://acc.dau.mil/ammo and put it in todays Newsletter. Maybe someone has gone through this and can give advice on how they worked it out.

Scenario:	Unit is conducting M4 qualification and has expended all training ammunition. Is the unit authorized to store the residue in the Arms Room or a room that is able to be locked.
Question:	Is there a regualtion that covers the storage of residue items i.e. Brass, Wirebound boxes. I searched thru DA PAM 385-64, 710-2-1 and AR 190-11 but it only addresses live storage. Question 2# Can Garrison command publish a policy that states no residue can be stored within unit areas?

Until residue is certified explosive free it is considered to be MPPEH and should only be stored in a properly sited/licensed location. Once residue is certified explosive free the operation is considered to be non-hazardous. The Garrison Commander may prescribe policies more stringent than regulatory requirements.

Scenario:	I am putting together ammunition package for M1A1 ammunition FMS process. To develop internal forecast for ammunition.
Question:	Can someone inform me what ammunition types and dodics from small arms to to 120mm utilized by the M1A1 Abrams or whta regulation I can find to inform me of this. Is it safe to say that STRAC is the bible for my question?

Scenario:	The Distro company of the BSB distributes ammunition to maneuver battalions and the BSTB. Ammo is distributed to the maneuver battalions by way of the forward support companies. I have reviewed the 215th BSB's BAO and ATHP external SOPs.
Question:	Is the transaction between the ATHP and the FSC Class V section considered a shipment or issue? If it is an issue, does the ammunition go onto the maneuver battalion's property book? Or the FSC's, then lateral transferred to the maneuver companies? If it is a shipment, what documents are used to account for the ammunition leaving the ATHP? What documetns account for the ammunition being added to a unit's property book?
Answer:	Army POC wrote: The transaction between the ATHP and the unit is definitely an issue, and if it is a combat load issue, it would be placed on the requesting units property book. (This can be determined by looking at the UIC on the DA 581 that was sent to the ATHP for issue.) The personnel within the Forward Support Companies obviously were listed on the units DA 1687 to sign for the ammunition from the ATHP, or the unit representative was present at the ATHP when it was issued. Once the ammunition was issued, the unit should provide a copy of the DA 581 to the property book personnel so the ammunition can be posted to the property book. If the unit had utilized PBUSE to initiate the DA 581 ammunition request, this transaction would have been reported through PBUSE. (It the ammunition was issued for training, then it would not be placed on the property book) This would not be a shipment transaction, so we do not need to address the type of forms being utilized. Additional guidance can be obtained in FM 4-90 (Paragraphs 2-10, 2-61 and 2-81) The FM does not specifically address the question, however, it does provide guidance.

Scenario:	I have no back ground for this question. I am researching the Army and the Air Forces position on this subject and trying to help the Navy develop their own policy.
Question:	Does the Army allow Hazardous Waste Munitions and explosives to be stored under conditional exemption provisions of the Military Munitions Rule (part of RCRA) in magazines that were built pre-1964 (grandfathered to the DDESB site plan program)?
Answer:	Army POC wrote: DOD 6055.09-M-V7 covers storage of WMM. IAW volume 7 Paragraph V7.E5.3. REQUIREMENTS FOR STORAGE OF WASTE MILITARY MUNITIONS UNDER CE. ASU that meet the requirements of DDESB standards may be used for WMM under CE. IAW the below paragraphs Volume 7 applies to: V7.2.2.1. Existing facilities, or those approved for construction under then-current editions of these standards. This exception applies for the balance of the useful lives of such facilities provided: V7.2.2.1.1. The facility continues to be used for its intended purpose. V7.2.2.1.2. The explosives safety hazards are not increased. V7.2.2.1.3. Redesign or modification is not practicable. V7.2.2.1.4. The quantity of AE cannot be reduced for reasons of operational necessity. V7.2.2.2. Those planned facilities that do not meet these standards, but have been certified by the Heads of the DoD Components (see section V1.E3.4.) as essential for operational or other compelling reasons. So I would tell them that pre-existing facilities (Pre 1964) that are suitable for normal A&E storage are suitable for WMM under CE providing the requirements of 40 CFR Part 266 Subpart M are met. Warn them that CE may be lost if any QD violations exist and found by EPA or State Environmental offices. If CE is lost then RCRA Hazardous Waste Permits will be required. I would have them contact their local Environmental office concerning the use of CE if there are any questions about our answer.
