Director, Office of Airport Compliance and Management Analysis

Randy is the Director of Compliance and Management Analysis for FAA’s Airports organization.  In this capacity, he ensures that airports receiving federal funding are in compliance with their grant and surplus property obligations. In addition, he has overall responsibility for single audits, revenue diversion audits, tracking airport financial performance, airport financial reporting and transparency analysis, as well as for the Airports Strategic and Business Plans, Labor Distribution Reporting and Cost Accounting, technical training and oversight, efficiency measures, and the Airports staffing model.  

Previously, Randy was based in New Delhi, India, as FAA’s first permanent Senior Representative for South Asia with oversight for all of the agency’s activities in the region.  He founded and co-chaired the U.S.-India Aviation Cooperation Program, a public-private partnership between U.S. industry and U.S. Government organizations that provides training and technical assistance to the Indian Ministry of Civil Aviation. 

He returned to FAA from the Transportation Security Administration (TSA), where he was one of the founding executives of the agency.  At TSA, he was the Director of the Revenue Office, where he established the processes and policies for the collection of $2 billion in annual user charges that contribute to funding the agency.  In addition, Randy was responsible for developing the methodologies and processes for distributing $2.2 billion in aviation assistance and $100 million in aircraft security modification reimbursements to airlines post-9/11. 

Before joining TSA, Randy was the Acting Director of FAA’s Office of Cost and Performance Management.  In this position, he established the agency’s first cost based air traffic control user fees and initiated the use of the agency’s cost accounting information.  He has also served as Special Assistant to the FAA’s Chief Financial Officer.  He was the Permanent U.S. Representative to ICAO’s North Atlantic Economics and Finance Group and served as a delegate to the ICAO Conference on the Economics of Airports and Air Traffic Service Providers.  Randy also served on the staff of the National Civil Aviation Review Commission, which was established by Congress to make recommendations on aviation safety, corporate structure, and financing for the FAA.

Randy’s private sector experience includes 8 years with the financial consulting firm Coopers & Lybrand in Zurich, Switzerland, and Washington, DC.  At Coopers & Lybrand, he was a manager in the firm’s financial advisory services practice, for which he advised corporate and government entities on a wide range of corporate finance activities.   He was also an international banker for 5 years with American Express Bank with clients throughout Europe, the Middle East, and the Asia-Pacific regions.  In addition, he completed several consulting assignments for the World Bank. 

Randy holds a Masters Degree in international relations and economics from the Johns Hopkins University’s School of Advanced International Studies and a BA in Government from St. Lawrence University.  He speaks several languages and is an enthusiastic squash and soccer player/coach.
