2013 NSTIC Pilot Grant Program, Federal Funding Opportunity (FFO)
NIST is soliciting proposals from eligible proposers to pilot on-line identity solutions that embrace and advance the NSTIC vision: that individuals and organizations utilize secure, efficient, easy-to-use, and interoperable identity credentials to access online services in a manner that promotes confidence, privacy, choice, and innovation. Specifically, the Federal government seeks to initiate and support pilots that address the needs of individuals, private sector organizations and all levels of government in accordance with the NSTIC Guiding Principles that identity solutions will be (1) privacy-enhancing and voluntary, (2) secure and resilient, (3) interoperable, and (4) cost-effective and easy-to-use. NIST will fund pilot projects that are intended to test or demonstrate new solutions, models or frameworks that do not exist in the marketplace today. Read full FFO >>

On January 30, 2013 NIST released a Federal Funding Opportunity (FFO) for the next round of NSTIC pilots.

NIST held the first Applicant's Conference in Phoenix on February 5th in conjunction with the Identity Ecosystem Steering Group's (IDESG) Third Plenary session (http://www.idecosystem.org/). The powerpoint used for both Applicant's Conferences is here.

NIST will hold the second Applicant's Conference in Washington, D.C. on February 14th from 1:00 to 3:00 PM Eastern Time at NIST's Main Campus, 100 Bureau Drive, Gaithersburg, MD 20899. The conference will be in the Portrait Room on the first floor of the Administration Building (Building 101). Pre-registration for the Washington Applicant's Conference is required. Due to increased security at the Department of Commerce, all attendees MUST be pre-registered; NO on-site registrations will be accepted. No registration fee will be charged. Clarification on the Participation of Foreign-owned entities in NSTIC Awards

• Foreign-owned companies located in the U.S. may be applicants or sub-awardees on proposed NSTIC projects.
• Entities not located in the U.S. may not be applicants or sub-awardees.
• Entities located outside the U.S. may be contractors on NSTIC projects as long as the applicant can justify that their participation conforms to Department of Commerce Standard Terms and Condition L.03 on p.26 of the document at:
  http://www.osec.doc.gov/oam/grants_management/policy/documents/DOC_Standard_Terms_and_Conditions_01_10_2013.pdf which states “Recipients are hereby notified that they are encouraged, to the greatest extent practicable, to purchase American-made equipment and products with funding provided under this award.”
