THE TERRITORIAL TRANSPORTATION IMPROVEMENT PROGRAM (TTIP)

The multi-year TTIP is a three-year listing of the annual transportation improvement projects for the Territory of American Samoa proposed to be funded by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA).  The TTIP details the funding of each project and the work phase for each project in the appropriate year.  The development of the TTIP is integrated and dependent upon numerous processes, mandates, and regulatory requirements. To comprehend the TTIP process, one needs to also delve into and understand these related programs.

TTIP Requirements

The TTIP is an expenditure plan for the use of federal highway and transit funds. The TTIP shall:

1. Contain projects consistent with the territorial transportation plan and regional transportation plans.  It also identifies regionally significant projects requiring action by the FHWA regardless of whether federal funds are involved.
2. Be financially constrained by year (i.e., federal fiscal year, October 1 -September 30). Projects included in each of the three years shall be limited to those for which funds can reasonably expected to be available or committed.
3. Cover a period of not less than three years,
4. Be prepared and approved at least every two years.
