Orr's appointment as Director took effect yesterday.
The EOUST is the Washington,
D.C., office of the United States Trustee Program, a Justice
Department component that supervises the administration of
bankruptcy cases nationwide.
"I am deeply honored to serve
as Director of an office dedicated to guarding the integrity
of the bankruptcy system and to ensuring that the rights of
all parties to bankruptcy cases are protected," Orr stated.
Orr listed among his top priorities
as Director:
- Ensuring that the program is prepared to implement
pending bankruptcy reform legislation;
- Continuing to administer the bankruptcy system with
declining resources; and
- Preserving and protecting the integrity of the bankruptcy
system and increasing the efficiency of payment to creditors.
Orr served from June 1995
to Feb. 11, 2000, as Deputy Director of the EOUST. Before
joining the EOUST, he worked for four years at the Resolution
Trust Corp. in Washington, D.C., where he was named Assistant
General Counsel for Complex Litigation and Bankruptcy in 1994.
Prior to that, Orr was a partner in the Miami law firm of
Stearns, Weaver, Miller, Wiessler, Alhadeff & Sitterson,
and then a litigator for the Federal Deposit Insurance Corp.
Orr obtained his Juris Doctorate
from the University of Michigan Law School in 1983, and his
Bachelor of Arts degree from the University of Michigan in
