Welcome To SCEMD
The South Carolina Emergency Management Division, a division of the Adjutant General's Office, is the coordinating agency responsible for the statewide emergency management program. SCEMD’s mission is to develop, coordinate, and lead the state emergency management program, enabling effective preparation for, response to and recovery from emergencies and disasters in order to save lives, reduce human suffering and minimize property loss. South Carolina is threatened by many natural and technological hazards. Disasters and emergency situations can happen anytime and anywhere. When disaster strikes, you may not have much time to respond, so it is important that you and your family are prepared.

Prepare for Winter Weather
NOTICE TO ALL STATE EMPLOYEES: If your county offices close or delay because of bad weather, state offices in your county will too. Effective immediately, state government offices and their employees will follow the same winter weather hazard decisions made by the county government officials where the state office is located. For example, if county officials decide to delay the opening or close county government offices, that would mean state offices in the impacted county would follow the same schedule.
Heavy snowfall and extreme cold can immobilize an entire region. Even areas that normally experience mild winters can be hit with a major snowstorm or extreme cold. Winter storms can result in flooding, storm surge, closed highways, blocked roads, downed power lines and hypothermia.
Snow and ice storms, coupled with cold temperatures, periodically threaten South Carolina. Winter storms can damage property, create safety risks, destroy crops and valuable timber, damage infrastructure components such as power lines and have enormous economic impacts.
