 In 1997, the Commander of Air Combat Command (ACC), identified all Combat Air Forces (CAF) simulators, including the F-16, as being critically out-of-date due to age, technological obsolescence and lack of concurrency with operational aircraft.  .  The F-16 MTC was one of those contracts for commercial training simulation services (CTSS) awarded to Lockheed Martin in 1999.   The service provider performed poorly.  These performance issues include difficulty connecting their system to the Distributed Mission Operations (DMO) network, refusal at times to live up to the concurrency requirements of the contract, and an inability to adhere to DMO network established standards and security requirements.  Therefore it has become necessary to recompete this contract as quickly as possible to provide critical training capability to the F-16 war fighters.   The attached file provides lessons learned from the program office.
