Additional Guidance

The EPA recommendations for steel content start at 16%.  The Steel Recycling Institute recently announced that all new steel contains a minimum of 28% recycled content.

The revised FAR clause 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts, requires contractors to report annually "on the product types and dollar value of any USDA-designated biobased products purchased by the Contractor during the previous Government fiscal year."  Agencies are required to identify an environmental point of contact to receive this information.

Further distinguishes an individual product through the use of specific attributes, such as material composition.

Identifies the applicable environmental program(s) and any minimum content levels (applicable to products containing biobased content or recovered materials only) recommended for federal purchases.

Lists sources where federal buyers may purchase the identified green product, including the applicable GSA Multiple Award Schedule, GSA Global Supply, AbilityOne, and UNICOR. Note that GSA sources do not currently identify Design for the Environment labeled products. Since not all products offered by these sources meet applicable green purchasing requirements, buyers must verify that products purchased meet the desired environmental criteria.
