Replenishment Parts Purchase Or
Borrow Program (RPPOB)

The Replenishment Parts Purchase Or Borrow Program Instruction Directive DoD 4140.57 allows contractors to buy or borrow part number items for reverse engineer at their own expense.  This program also manages the Part Catalog for contractors.  If you're interested in our Reverse Engineering Program you can submit your request on our Reverse Engineering Form.

An agreement between the business and the government determines when the business will return the borrowed part or provide a SAR package to the Government. The business will physically examine the item, produce drawings and specifications through engineering and technical analysis gathered during the reverse engineering process, and provide it for review.  The RPPOB program provides domestic business concerns an opportunity to purchase, borrow, or view replenishment parts for the following purposes:

bullet  Design replication, product improvement or modification, and alternate sourcing through product identification or reverse engineering practices;

bullet  Development of data packages and submission to obtain approval to sell like parts to the government; and,

bullet  Enhancement of competition with resultant cost reduction by obtaining alternative sources of supply and manufacturing.

The items in the Part Catalog that have a minimum of $40,000 annual demand are on display here and are open to the public. View the breakdown of each item in the Parts Catalog Spreadsheet.  All items are sole source.  The contractor arrives at the display site and locates the item they want to purchase or reverse engineer and hopefully provide the item for less.  Thus causing competition.  Display personnel can show the contractor's how to view the DLA Internet Bid Board System (DIBBS) and other computer systems that allow them to locate annual demand and other indicators that may be helpful.  Please visit our RPPOB Aviation Supply Chain Business Conference - Display Supplier Brief.

The following general guidelines are provided to assist in developing a data package.  Additional information on reverse engineering is contained in MIL-HDBK-115, U.S. Army Reverse Engineering Handbook.  Drawing and drafting practices are cited in MIL-STD-100 (Cancelled).  Also see the new Reverse Engineering (RE) Source Approval Request (SAR) Guidelines and the Advanced Engineering Data Guidance directive. This is used in conjunction with the DLA Source Approval Request (SAR) Guidance.
