DEFINITION
The solicitation document is a formal instrument used to describe supplies and services the government needs to acquire, and to request an offer from qualified commercial concerns.
GENERAL INFORMATION/NARRATIVE
The government's requirement must be stated in terms of the mission need and written in terms of performance objectives to the maximum extent possible, rather than in design requirements. It may include a Statement of Objectives (SOO), Statement of Work (SOW), or Performance Work Statement (PWS). The SOO is a 1-4 page description of the basic, top level objectives of the acquisition and is provided in the Request for Proposal (RFP) in lieu of a Government written SOW/PWS. Offerors use the SOO as a basis for preparing a Statement of Work (SOW). This approach provides potential offerors the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives meeting the stated objectives. The SOW or PWS present the, delivery quantities, schedules, methods of shipment and packaging requirements, inspection and quality control or quality assurance requirements, general provisions, additional instruction to offerors, and data requirements. After the closing date for receipt of offers, a Source Selection Authority (SAA), SAA Council or Source Selection Evaluation Board (SSEB) will be convened to evaluate the offers in accordance with the guidance in the Source Selection Plan. The offers are scored and selected. A contract is awarded to the contractor(s) selected. The contract is the legal agreement which specifies the supplies and services the contractor shall provide in return for specified government payment. Solicitation documents and contracts are required to obtain the supplies, materials, and services needed to meet readiness objectives and sustain Army forces or support activities.
Ensure the technical publications element of the Life Cycle Management Command (LCMC), through the LCMC Equipment Publications Control Officer, provides the equipment publications contract requirements for incorporation in the draft solicitation document. Refer to AMC-P 25-32, Guide for Preparation of Equipment Publications Contract Packages, when writing equipment publications portions of solicitation documents.
Program Manager/Program Executive Office (PMs/PEOs) will coordinate with the user representative prior to contract award to ensure consideration of content and techniques to improve the use of the publication for training, as well as for operation and maintenance of the equipment/system.
Prior to release, PEOs/PMs will coordinate the Performance Work Statement (PWS) with the Deputy for U.S. Army Services and Operations Agency, Army Publishing Directorate (APD), and with the US Army Materiel Command (AMC) Logistics Support Activity (LOGSA) to ensure the publications portions of the contract comply with publications policy. (AR 25-30, para. 1-27.l.1 ) The CG, AMC, and the Surgeon General (TSG) will ensure that, for contractor-developed technical and equipment publications, the contract defines the roles of the contractor and the Army in validation and verification requirements.
Proponents will ensure that publications adhere to MIL-STD-40051-1, MIL-STD-40051-2 and MIL-STD-2361. The Deputy for U.S. Army Services and Operations Agencyreviews IETM statements of work submitted by PEOs/PMs in accordance with AR 70-1, Army Acquisition, for publishing requirements, specifically contract language that will satisfy MIL-STD-2361 for digital publications development.
Contracts will not cite obsolete or canceled specifications or standards for publications. Contracts will require that a digital master file is created and delivered to the Government for all new publications, revisions, and changes. The Assistant Secretary of the Army (Acquisition, Logistics, and Technology (ASA ALT)) will ensure that program executives and project managers acquire XML for new and revised TMs. The data will be in accordance with military standards (MIL-STD) -3008, 40051-1, 40051-2, -2361 and applicable military specifications for publication types not covered in MIL-STD-40051-1 or MIL-STD-40051-2.
Contracts for Interactive Electronic Technical Manuals (IETM) will cite Government-owned or free run-time display software for authoring and display of IETMs. In no instance will an acquisition package state that a specific class of IETM is required (for example, that the contractor shall deliver a "class 4 IETM"), but rather the acquisition package will use content selection matrixes and will tailor specific requirements and functionalities needed to support the weapon system or equipment.
Proponents will submit IETM statements of work for preliminary review to the APD and to USAMC LOGSA.

Required for: Solicitations and contracts are required for all supplies, services, and data required from industry. Soliciting input via the LCMC's Equipment Publications Control Officer for the publications portion of the contract is required for the contract solicitation document and for the contract.
When required: As materiel requirements are defined and design, acquisition or production efforts are required from vendors. During the development process contracts may be required to perform development engineering, develop prototypes and to perform initial ILS engineering or other development work. During the production process, contracts are required to produce the materiel system and selected ILS elements.
