The LORA is used to determine the optimum maintenance levels for repair actions and recovery of the end item and components.
Level Of Repair Analysis (LORA) is an analysis performed to assist in the establishment of an optimized maintenance concept based on a support philosophy harmonized with the Army User. This includes the determination of where repairable candidates are removed, replaced, repaired or discarded. Repair decisions should consider both economic and non-economic factors such as costs, reliability values, maintainability/testability constraints or availability goals for the system. The results of the analysis influence maintenance tasks and corresponding task requirements (eg support equipment, personnel, spare parts).
The two main aspects of the LORA process are the technical assessment and commercial (costs) balancing. The mainly commercial approach (Economical LORA) can be performed in conjunction with LCC analysis activities (costs for maintenance activities are a crucial part of the complete life cycle costs). It should be emphasized that only the combination of technical and commercial aspects will lead to a proper LORA result.
The LORA should address the requirement to minimize additional special tools and test equipment for new equipment. The LORA process should be initiated as early in the lifecycle as possible to aid in assessing the supportability of a system. Repair can be evaluated as the system matures. As part of the post deployment evaluation, the LORA will be rerun no earlier than 1 year and no later than 3 years from First Unit Equipped Date (FUED), using actual reliability data from fielded equipment.
The LORA will be rerun every 5 years throughout the equipment life cycle. The Maintenance Allocation Charts (MACs) are an output of the LORA, and reflects the approved maintenance concept.
