Brigadier General Charles F. Stebbins is deputy chief of staff for technology and plans, Headquarters Air Force Systems Command, Andrews Air Force Base, Md.
General Stebbins was born in 1939, in Charleston, W.Va. He earned a bachelor of science degree from the U.S. Air Force Academy in 1961; a master's degree in aeronautical engineering in 1962 and an aeronautical engineer's degree in 1963, both from the California Institute of Technology; and a doctorate in aerospace engineering sciences from the University of Colorado in 1967. He completed the Armed Forces Staff College in 1973, Industrial College of the Armed Forces in 1976 and the Institute for Management at Northwestern University in 1981.
Upon graduation from the academy he was commissioned as a second lieutenant and awarded navigator wings. In July 1963 General Stebbins was assigned as a research associate at the F.J. Seiler Research Laboratory, U.S. Air Force Academy, Colo. In July 1967 he was named associate professor of aeronautics, director of graduate programs and special assistant to the dean of faculty at the academy.
General Stebbins transferred to the Plans and Programs Directorate, Headquarters 7th Air Force, Tan Son Nhut Air Base, Republic of Vietnam, in November 1971. After returning to the United States, the general attended the Armed Forces Staff College and upon graduation in July 1973 was assigned as deputy assistant director for strategy development under the deputy chief of staff for plans and operations, Headquarters U.S. Air Force, Washington, D.C.
From March 1977 to August 1980 General Stebbins served as a member of the National Security Council Staff at the White House, where he was responsible for developing national policies concerning nuclear weaponry, mobilization and continuity of government, military strategy and arms control - particularly the 1977 U.S.-Soviet ABM Treaty review, SALT compliance, U.S.-Soviet antisatellite negotiations, and U.S.-Soviet conventional arms transfers negotiations. He then served as executive assistant to the chairman, Joint Chiefs of Staff, Washington, D.C.
In July 1982 General Stebbins was assigned as assistant deputy chief of staff for plans and programs at Air Force Systems Command headquarters. In October 1983 he became commander of the Rome Air Development Center - the Air Force's command, control communications and intelligence laboratory -at Griffiss Air Force Base, N.Y. He returned to Air Force Systems Command headquarters in October 1984 as deputy chief of staff for science and technology, concurrently serving as program manager for the Air Force's Project Forcast II during 1985-1986. In November 1987 the Science and Technology Deputate merged with the Plans and Programs Deputate to create the Technology and Plans Deputate, at which time General Stebbins assumed his present duties.
The general's military decorations and awards include the Defense Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit with two oak leaf clusters, Bronze Star Medal, Meritorious Service Medal and Air Force Commendation Medal. He has also been awarded the Presidential and Joint Chiefs of Staff Service badges and the Senior Space Badge.
He was promoted to brigadier general July 28, 1985, with same date of rank.
