14 CFR Parts 1, 21, 43, & 45 Amendments and Related Policy & Guidance

On October 16, 2009, the Federal Aviation Administration (FAA) published in the Federal Register the final rule, Production and Airworthiness Approvals, Part Marking, and Miscellaneous Amendments, Docket No. FAA-2006-25877 (PDF). This final rule amends Title 14 Code of Federal Regulations (14 CFR) parts 1, 21, 43 and 45. The most significant changes affect part 21, Certification Procedures for Products, Articles, and Parts, and part 45, Identification and Registration Marking.

In this final rule, the FAA amends certification procedures and identification requirements for aeronautical products and articles. Specifically, these amendments include updated and standardized Quality System requirements for production approval holders, revised export airworthiness approval requirements, and amended identification requirements for products and articles.

The intent of these changes is to continue to promote aviation safety by ensuring that aircraft, and products and articles designed specifically for use in aircraft, wherever manufactured, meet appropriate minimum standards for design and construction. As result of these changes, the FAA’s regulations now better address the current global aircraft manufacturing environment for aircraft products and articles.
