The NFCC measure serves as a guide for a State’s non-fatal crash reporting. It estimates how many non-fatal crash records each State should be reporting to MCMIS. The measure generates a range into which the number of reported non-fatal crash records is expected to fall. The NFCC rating reflects whether the reported number falls under or over the expected range.

The NFCC measure rating is determined using the criteria in the following table. The State receives a Good/Green rating if the number of reported non-fatal crash records falls within the expected range and the FCC rating is Good/Green or Fair/Yellow. If the reported number falls either under or over the expected range, but within the Fair/Yellow range and the FCC rating is Good/Green or Fair/Yellow, the State receives a Fair rating. A Fair rating for over-reporting is a new feature of the modified NFCC measure.
